Mr. Turner: As you should realize, following the
November 3, 1986 Ash-Shiraa article revealing the Reagan
arms
sales to Iran, there have been numerous contradictory
statements and actions by various members of the
Reagan
Administration re what was done, who knew about it, who
approved it, and whether the documentation should be
disclosed to the public.
I recall particularly, sir, that at first Reagan
denied
any part in the scheme to sell arms to Iran in exchange
for hostages--and then suddenly took full credit for
the idea.
As i reminded Prime Minister Mulroney last year via the
Honourable Pat Carney, there was no reference to the
Palestinians in the original statement following the
September, 1978 "Camp David Summit",* but "Palestinian
autonomy" provisions were detailed in the 1979 "Egypt-Israel Peace Treaty".
Accepting an invitation in 1978 to make recommendations
to the negotiations consistent with my work overall then
for President Jimmy Carter and the United Nations
Secretariat, i did raise the issue of "Palestinian autonomy"
in the interim cited here.
Accordingly, following my August,
1986 submission to "The Arab League" c/o the United Nations Secretariat and then the November 2, 1986 Ash-Shiraa article (perceivable as an Arab response to its appeal to the conscience of the Arabs), in December, 1986 i submitted a statement to Anglican lay envoy Terry Waite c/o ANGLICAN CHURCH OF CANADA PRIMATE M.G. Peers (and ARCHBISHOP OF
CANTERBURY Dr. Robert Runcie).
The Acknowledgement of Receipt for that registered letter was never returned to me, and further efforts by me to confirm its receipt have failed--so i haven't disclosed the contents of my statement to Terry Waite.
You see item 2) c)
here) how Reagan responded to my Christmas, 1988 request that he send me a written confirmation that my "International
Diplomatic Work...on a direct basis" had never been directly associated with what his "Irangate" aides had done in fields in common.
Accordingly, my use of only the one authority in my work now and
my request that you ask Mulroney again to return to me that copy of my late-1984 statement to "The Arab League". The Ollie North trial presented
evidence in that time-frame. I'm sure you can see the significance of this
Mulroney action re whether the hostages can be freed.
RUNNING DOWN THE LEFT HAND MARGIN OF THIS LIST OF CONTENTS IN THE ORIGINAL SUBMISSION WAS WHAT YOU'LL FIND IF YOU TAKE A BRIEF SIDESTEP HERE.
*-I CAN'T RECALL WHY I PHRASED THIS THE WAY I DID.
I BELIEVE I MAY HAVE BEEN REFERRING TO AN ORIGINAL 1978 PRESS RELEASE FROM THE CAMP DAVID SUMMIT AND NOT ANY ACTUAL AGREEMENT PRODUCED BY THE HISTORIC MEETING OF THE ISRAELI, AMERICAN, AND EGYPTIAN HEADS OF STATE.
