Gentlemen: The letter i received dated July 4, 1988 in my mail of July 13, 1988
refers to a submission sent to Ottawa via Ms. Carney's courier service on March
25, 1988. It does not constitute a response to either my January, 1988 or my
June 3, 1988 statements to you.
Asked by NBC News anchorman Tom Brokaw on June 7, 1988 whether he has not
been too critical of the Reagan Administration defense spending when "the
military build-up brought (Mikhail) Gorbachev to the (negotiating) table,"
GOVERNOR OF MASSACHUSETTS and U.S. Democratic Party 1988 Presidential
candidate Michael Dukakis stated:
"I don't agree with that assumption."

Canada Post Customer Service advised me they don't think the card left Canada. I feel no rush to put a tracer on it. He and i spoke. If he wants to reply, he will.
And what the affixation reveals was received in my July 15, 1988 mail.
I interpet significance that it was permitted to reach Desmond Tutu so quickly, but you should form your own interpretations if you value mine so little. This is an issue of "deciphering diplomatic decampments."
