Gentlemen:

I am enclosing a copy of my last letter to Prime Minister Trudeau (along with a copy of the reply), for you--Mr. Clark, and for you--Mr. Broadbent.
I trust that Mr. Gorecki has fulfilled his expressed intentions in that reply, and the Prime Minister has read this letter.
As i believe you will all see, a more direct reply from Prime Minister Trudeau seems to be anticipatable under those circumstances.
I have delayed submission of these documents to you, Mr. Clark, and you, Mr. Broadbent, until this date, in deference to this probability.
However, as the reply i anticipate(d) has not arrived and the circumstances continue to develop; i have taken additional steps in these matters, respectful of the sensitivity of the issues and aware of the responsibilities of appropriate diplomatic procedure.

I have made an extremely detailed submission to President Carter in Atlanta: that submission contains copies of my two most recent letters to Prime Minister Trudeau; a copy of the letter to Premier Bennett; a copy of the October 6, 1981 letter to Prime Minister Begin and (the late) President Sadat; uncompleted rough drafts of the letters to President Breshnev and Israeli ambassador to the United Nations, Yehuda Blum; a copy of the 'Supplementary Record of Claim' for the Unemployment Insurance Commission; and as well, a 14 page letter to the President 'on the record' and several pages of comments 'off the record'.

I am sending Doctor Waldheim a copy of this submission on December 1, 1981.
As well, for your knowledge, additional copies have been sent to persons involved in certain aspects of these matters who have the right to this degree of knowledge of knowledge of these circumstances, in order to allow them to ensure their own integrity, their own safety, and in order to ensure that they have the right to stand with those who agree with the central objectives of these concerns...or in order to ensure that they have the right to proceed no further, because of the circumstances.

A copy has been released to an American newscaster as i mention in the letter to Prime Minister Trudeau, dated September, for the reasons expressed therein.



-I WOULD ONLY MENTION HERE, IN DRAWING YOUR ATTENTION TO THE FACT THAT AT THIS POINT IN 1981 IN THE EVOLUTION OF "(MY) PRESENT SITUATION," I WAS PREPARING THE "INTERNATIONAL DIPLOMATIC WORK...ON A DIRECT BASIS" FOR THE WORLD'S CHILDREN SO THAT THOSE POPULAR ENTERTAINERS CONTACTED ABOUT CONTRIBUTIONS TO IT IN AND BEYOND 1978...COULD BAIL (OUT)--NOT BE ASSOCIATED WITH IT--IF THEY DECIDED IT HADN'T BEEN CONTINUED, BEYOND THEIR 1978 AWARENESS OF IT, AS WAS PROMISED AND DOCUMENTED AT THAT TIME.
CERTAIN CIRCUMSTANCES AROSE IN 1990 CALLING FOR A REITERATION OF THIS POLICY (BY ME).
