Notwithstanding the obvious reasons for the expectations of my book (soon)--likely not unlike and unrelated to your own in preparing "Perestroika"--my respect for the Botha regime's "problems" with South Africa's "extreme right-wing politicians" remains. So, i'm not going to send you a copy of that formal statement to P.W. Botha until after he is advised of my changed plans and subject to the Reagan-Bush decision expected early in January, 1989.*

And i would now emphasize, sir, that my telephone discussions with Desmond Tutu and his Johannesburg Diocese staff in 1986 were on the basis that they were communicating with "Mr. Wong of UNICEF"--in reference to the SENIOR ADVISER TO THE YEAR OF THE CHILD authority they've known was invested in my name in the 1970's. And as the enclosure indicates, my relations with the Botha regime are on the basis of the SPECIAL DIPLOMATIC ADVISER TO THE U.S. PRESIDENT authority.

Thus, appropriate considerations and respect for international diplomatic protocols, i would suggest, should be observed regarding this matter.

However, the easiest way to explain these conditions to the South Africans--perhaps encouraging Pretoria to re-evaluate the conditions of its "State of Emergency" and censorship restrictions--would be to equivalize (where necessary) the contents of this submission to you for the Botha regime, and this is what i plan to do one month after receipt by President Reagan of my present registered letter...unless he gives me direct instructions suggesting an "alternative" course of "action."

My fifth submission to you will contain the summary-chronology of my "International Diplomatic Work...on a direct basis" focusing more on my work relating to nuclear disarmament, the relationship(s) between disarmament, peace, human rights and international economics, and the growing world peace movement. I remind you again of the contents of my August, 1986 submission to you and emphasize here that i do not wish misunderstanding to lead to a recurrence of what is indicated by the affixation here.
I was advised by the Carter Administration in 1978 that a nuclear war cannot be fought without risking the lives of "all of us"--and this remains my "view."

Referring back to terms of reference a) and b) here and adding c), i advise you that David Barrett, who was the British Columbia New Democratic Party Leader and was credited by me with suggesting the name, "Solidarity", for the free trade union we proposed in 1978 be permitted in the Soviet bloc (as a "confidence-building measure"), on November 21, 1988 was elected to the Canadian federal parliament.

Given "(my) present situation," certainly i feel i should soon provide Mr. Barrett with a copy of this statement to you so he can respond to these conditions as he deems necessary to protect his "best" interests.

Equivalently, William Bennett, who was PREMIER OF BRITISH COLUMBIA and was credited by me with suggesting the "pay linked to output" plan we recommended be undertaken by the U.S.S.R. in relation to the increment of respect of human rights of the citizens of your country (and political bloc) beyond 1978--and i appreciate, sir, that the Soviet Union did follow such advisement--also should be provided with a copy of this statement to you for the same reasons.

But for their help to us in 1978, there might "Almost (have been) a world war" then, too...

Having Polish ancestry (as the Kremlin realizes), i naturally follow what is now happening in Poland with great "concerns" and interest.

And you should know now that in past Ottawa (and Washington) was advised that i plan a second statement to Lech Walesa--which, i think, should be accompanied by a copy of this statement to you.

GORBACHEV WITH THAT PROMISED SUMMARY OR THE CHRISTMAS, 1987 STATEMENT TO P.W. BOTHA THAT WOULD HAVE PUT THAT SUMMARY IN CONTEXT.

WELL, THE TEXT OF THAT STATEMENT TO BOTHA IS OPEN ON THIS AWARD-WINNING WEBSITE, SO THAT'S NO LONGER AN ISSUE. ALL I HAVE TO DO IS DRAW ATTENTION TO THIS WEBSITE.

BUT AS I ANTICIPATE THERE MAY BE DIFFERING OPINIONS IMMINENTLY ON THE VALUE OF MY CONTRIBUTIONS TOWARDS THOSE NUCLEAR ARMS REDUCTION NEGOTIATIONS AND RESULTING TREATIES, GIVEN THAT MR. GORBACHEV IS NO LONGER HEAD OF STATE IN RUSSIA BUT SEEMS STILL TO CARE AND POSSIBLY MAY CONTINUE TO HAVE POLITICAL ASPIRATIONS (AS WELL AS, LIKE I WOULD THINK ALMOST "ALL OF US", A WILL TO SURVIVE)--NOT LEAST OF ALL BECAUSE I FIND IT HARD TO BELIEVE THAT THE VATICAN IS GOING TO REGARD THAT UNEMPLOYMENT INSURANCE DISENTITLEMENT PROCESS AND "(MY) PRESENT SITUATION" AND A "HOGWASH" STORY ABOUT THE SOURCE OF THE IDEA FOR PIERRE E. TRUDEAU'S 1983-84 "PILGRIMAGE OF PEACE" AS EMBLEMATIC OF "A CHRISTIAN CONCERN" AS WE MOVE FORWARD IN THIS WORLD WITH NOW JEWISH AND MOSLEM NUCLEAR WEAPONS AND WEAPONS OF MASS DESTRUCTION.
