THE REMOVAL OF THE 8TH AMMENDMENT-4th MAY,1997

While the removal of the 8th amendment was an important step it seems to have created some negative interpretations too.One negative effect has been that the PML(N) now thinks that nobody can trouble them anymore. So they can do what they want without thinking of the repercussions. Here a word of caution is necessary as although the people might not react to their dictatorial attitudes the same cannot be said for the armed forces who have as they say never learned a word of democracy or thought of what the people might want. Therefore the PML(N) should realize that to keep the peoples support they have to keep their needs topmost. If they do not the generation of negative feelings for the govt cannot be stopped. With the huge period looming before the next elections the govt will have to make continuous attempts to keep the people happy.Otherwise the upstarts amongst the armed forces leadership are known to have ample training in exploiting negative feelings. And the PML(N) must also remember that the Supreme Court has already approved of martial law under the doctrine of neccesity. Maybe a 14th amendment to the constitution is needed to keep the Courts within the jurisdiction of the law so as to not allow them the freedom to make decisions outside the constitution and the laws of the country.

THE POLITICS OF MURDER-7th MAY, 1997

In one of the most serious incidents in the literally unstable and tottering Nawaz govt. a senior police official closely related to the countries interior minister was gunned down in Gujranwala .The interior ministry literally oversees all police work in the country. The initial explanation seems to be that it was a retaliation by a group involved in sectarian violence for the last decade. However newspaper reports suggest that it seemed to be a commando style attack which seems somewhat different from the usual style of the sectarian groups. It seems more in the style of killings carried out in karachi during the mqm operation days. This raises many serious questions as to the seriousness of the punjab govt in combatting crime.The situation is very serious as the interior minister has literally expressed his inability to handle the explosive situation that seems to be emerging. One has noted with concern the lack of professionalism in nawaz's cabinet of ministers who seem to be waiting for something to happen to start getting active. The weakness of the punjab chief minister is becoming very apparent as he seems to lack the capabilities to handle the situation. Maybe shahbaz sharif should make way for a more experienced senior politician who could tackle the sectarian violence more adequately. Punjab has a history of tough nosed chief ministers who ususually have the ability to deal with such situations. The city bred industrialist seems to lack the necessary guile and political savvy. Maybe Punjab is better handled by the seemingly more able feudals who apparently seem to have the contacts necessary to cool things.One advice that the chief minister might find difficult to accept(given the sharifs shiite leanings) is to move towards a more centrist position so that he is not seen to be tilting towards one sectarian grouping.For example the TNFJ has been provided full police protection while the same has not been offered to the SSP.This might be one of the reasons for the attack. It is also advised that the govt rethink its attitude on who needs police protection.The govt should also take seriously threats which are hailed publically and people in danger be advised to take greater care. The country is obviously not too safe a place for the prominent and the govt should realize that and change its somewhat childish policies on the matter. In comparision the incident seems similar to the murtaza murder which acted as catalyst for the downfall of the Benazir govt.There seem to be many people in this country who think that murders solve problems. Unfortunately they do not and it only makes the country seem precariously balanced both politically and socially. The govt should realize that they are in coalition with some such groups and and it is necessary that the govt not allow them the freedom to murder.

LIES ON PUBLIC TELEVISION-10th May, 1997

One of the first signs of a pakistani govts slipping confidence is the appearance of lies on state television. The present govt in office only three months has already started to do that. The ugly aspect of it is that the supposedly highly ranked profession of journalism is in the forefront of such lies. The incident took place while discussing a walkout from the National Assembly by the tiny 18 member opposition when the govt bulldozed legislation without discussion. That is a strange aspect of this govt which has a huge majority but is shy of discussing problems and legislation in the national assembly. While a walkout is no big deal the state sponsored women journalist tried to portray that it was not a walkout but instead the opposition was not even present. One can only be embarassed at the conduct of the present govt especially when it is not even opposed by the opposition. And what can one say about the conduct of a journalist who is willing to lie on public television for a tiny fee.

TOTALLY BIZARRE-16th May, 1997

In one of the most bizarre cases filed in pakistans history the leader of the opposition in the Sindh province and other leaders of the previous govt have been charged with murdering G.H. Unnar a onetime ally of theirs. According to available information G.H Unnar died of cardiac problems. Unnar was previously indicted in a case with Asif Zardari in looting an expatriate under bizarre circumstances in which the expatriate was led to a bank supposedly with a bomb tied to his legs to withdraw millions which were to be used for a charity hospital.Both Zardari and Unnar were not convicted in the case.

THE FIRST LOOMING DEFEATS FOR THE ANTI PPP COALITION-17th May 1997

The PPP govt during its three years in power had aggressively pursued two goals in which they were successful to a very large extent. They tried to enhance exports(mainly by devaluing the rupee) and increase revenue collections. Both goals have fallen by the wayside during the tenure of the caretakers and the nawaz sharif govt who have been literally hand in glove. The reports from the pakistani press suggest that both targets ie exports and revenue collection are going to be substantially lower than estimates. The revenue collection target is going to be missed by a whopping margin of Rs 50 billion and the export target is going to be lower by at least $1 billion. Most of the exports and revenue collection take place during the last two months of the financial year ie May and June. Therefore the govt still has time to push aggressively on both fronts. However the lackadaisical attitude demonstrated by the govt upto now and the uncooperative attitude of the beaurocracy points us in the direction that the first major failures of the nawaz govt are only a few months away. We just hope that their failures in the financial domain during this year will point them in the right direction next year. ONE BIG HOPE, DONT DEPEND ONIT THOUGH.Pakistan is obviously no Asian tiger in the making. As the asian tigers export as much in a month that pakistan is barely able to achieve in a year. To become an asian tiger one has to meet world standards and also be a totally controlled economy. By allowing unlimited imports the country can never succeed. That too is a deptt where the nawaz govt has failed to keep things within limits.The govt will obviously need a better and more professional economic team to really succeed.You have to set clear goals in the economic field and have the necessary guts to achieve them. You cannot succeed by blaming the previous govts and doing nothing to achieve and succeed.The govt will in the end have to aggressively target the tax evaders even if most of them belong to their own support groups.
