Guiding Principles
BAYAN is committed to the Filipino people's struggle to end imperialist, feudal and bureaucrat-capitalist exploitation and oppression, and to attain national liberation and social progress. In pursuit of these goals, BAYAN declares the following principles that shape its unity and guide its programs of action and policies. 1. True national sovereignty lies in asserting our nation's independence from imperialist domination. To achieve national independence, the Filipino people must work to end imperialist rule by dismantling and replacing the neocolonial state of the reactionary puppet classes. 2. The power of the people rests on building their organized strength, founded on the basic alliance of workers and peasants. This power shall serve as the foundation for building a people's democratic state and upholding their economic, cultural, political and civil rights. 3. A self-reliant and progressive economy rests on ending imperialist exploitation and breaking its feudal base through genuine land reform and national industrialization. The state sector shall lead this economy, taking agriculture as the foundation and advancing it through the development of basic, heavy and other industries. 4. Of foremost social concern is the economic interest and welfare of the people. The people's democracy shall uplift the people from poverty, raise their standard of living, attain full employment and guarantee adequate and humane working and social conditions, including shelter, education and health. 5. A people's culture that is nationalist, scientific and mass-oriented is an important instrument in the national and democratic struggle of the people. A people's cultural movement seeks to break the colonial, feudal, decadent and patriarchal culture impeding the people from engaging in progressive and revolutionary endeavors. 6. The right to self-determination is the core of the indigenous and Moro peoples' struggles. To uphold and protect their rights as a people, they must enjoy the right to own, manage, control and utilize their ancestral land and resources. 7. The emancipation of women requires the dismantling of a semi-feudal and semi-colonial system made worse by patriarchy. The struggle involves the participation of women, principally women workers and peasant women, in a women's movement which is integral to the entire national democratic struggle. 8. The building of a strong anti-imperialist front strengthens solidarity with the oppressed peoples of the world. This anti-imperialist unity will guide the conduct of peaceful and independent diplomacy and mutually beneficial relations with other peoples and nations.
Vision To build a Philippine society that is free and independent and where the basic rights of the people, especially the working men and women, are protected and promoted, so that justice and equality shall prevail and the people shall enjoy the fruits of their labor and the prosperity of the nation. This is the vision of the BAGONG ALYANSANG MAKABAYAN (BAYAN). |
