Municipal Administrator, P-5/P-4*

United Nations Interim Administration in Kosovo (UNMIK)

The UNMIK municipal administration teams are responsible for establishing and overseeing participatory structures for local government, and for conducting basic administrative functions at the municipal level. They also coordinate the activities of UNMIK components and maintain close liaison with KFOR (Kosovo Force) with respect to security and law and order matters at the municipal level.

The overall objective is to ensure the continuation or re-establishment of public services and administration at the municipal level in a non-discriminatory fashion, and to ensure as much participation as possible in municipal decisions and activities of all ethnic, political and social groups.

Functions:  Under the general supervision of the Regional Administrator and subject to the authority of the Head of the Department of Local Administration, the Municipal Administrator is responsible for all aspects of UNMIK’s civil administration presence at the municipal level; to establish consultative and administrative bodies and to appoint their members; to implement the policies formulated by the central departments and to supervise the actions of municipal employees. In addition, the Municipal Administrator is responsible for the execution of the municipal budget, for hiring of municipal employees, and for presiding over meetings of the municipal bodies. Requirements: Advanced university degree in public administration, social science, business administration or relevant field, 10 to 15 years professional experience in public administration or local government, experience in public finance desireable. Fluency in written and spoken English.

Competencies: Leadership, supervision, programme and performance management, and judgment/decision making. Communication, teamwork, planning and organizing, technological awareness.

*The higher level will normally be applicable to positions in larger municipalities.
