such a proposal should merit at least
some study and concentration on the part of our legislators, don't
you think? Surely our legislators and leaders of our government
have not been brainwashed and stereotyped into forgetting how
to think-original thought? Surely they cannot have forgotten
how to form a more perfect union, establish justice, insure domestic
tranquillity, provide for the common defense, promote the general
welfare, and secure the blessings of liberty to ourselves and
our posterity! Or isn't that part of The Constitution of the
United States of America?
Is destroying the greatest, Army, Navy, Air Force and Technological
Armed Forces the world has ever known, the way to provide for
the common defense of ourselves and our posterity? If it is being
done to save expenditures of vast sums of money, is there any
sense to allowing prisons and prisoners to subsist at the cost
of even greater expenditures? We believe that convicted criminals
who are prisoners have elected and chosen to subsist in a different
society and way of life. They have in effect, divorced themselves
from our society. It is our society that they have sabotaged,
so why should we the members of that society, allow them to be
supported, fed, housed and pampered by us.
What enemy nation needs spies, traitors, treasonists, fools and jackasses to defeat us? Are not our prisons and prisoners already doing a great job for them? All they have to do is wait for us to destroy ourselves, isn't that true? Then they can walk out of prison and kill us all. Have we not already given them the best of good starts? The prisoners are already eating us up alive, by causing us to keep them alive in costly prison and penitentiary complexes. Prisoners lounge, eat, exercise, watch TV and enjoy prison socials in relative comfort, while our law abiding citizens go homeless, many hungry, in deprivation and in want. Huge prison complexes exist, while we do not have enough hospitals, schools, or housing for the poor and homeless law abiding citizens.
IT IS A NATIONAL DISGRACE THAT WE SPEND $40,000 PER YEAR FOR A PRISONER IN PRISON, AND ONLY $9,000 TO EDUCATE A CHILD FOR ONE YEAR even so, we don't have enough schools, and have to build more.
The same prisoners that are in our prisons now, were once our
school children whom we paid the $9,000. per year to educate so
they could be law abiding citizens. $40,000 is much, much, greater
than the average individual income of our law abiding citizens.
Isn't that true?
And what about Deterrent for Crime? Why should criminals worry about getting caught and being incarcerated? We cultivate their boldness to commit bigger, greater and more heinous crimes, when we give them assurance that some judge is bound by some stupid legislation that will let them go free - so that they can go out and commit the same crimes all over again. Judges are releasing violent incorrigible prisoners partly because of the overcrowding no place to put them. The tax payer foots the bill for both the attorney for defense of the criminal after he has committed a crime, and also we also pay for the Prosecutor to prove that he committed the crime in the first place. Then we have to pay for their incarceration, prisons, guards, food and lodging. It isn't fair. It is self defeating. Judges should have the jurisprudential power to overrule legislations that mitigate against the public good and safety of our citizens, because the legislators were not thinking right. After all there is too much overcrowding in our prisons now, no more room, and our society is up to its neck and desperate for means to provide for the housing of criminals in our prisons. Why should criminals worry when they can get the best of criminal defense attorneys to prolong the prosecution, extend their lives on earth and cost the taxpayer, and make society pay for the defense of their criminal exploits? Encompassed in this is the terrible cost of paying for inept juries, draining our society for jury members to give up their gainful employment so they will be required to drop all else and report for jury duty. Besides, all this, isn't it a fact that once the jury is impaneled, there is a 50/50 chance of beating the rap anyway? (See our Jury System Revision Proposal) Do not the Moral Attitudes (Mo-res) of our Society fully protect them.
DETERRENT? What deterrent? No matter who is kidding who,
it is the criminal element that is laughing, and the lawyers that
are making the money. Our perfect union, justice, domestic tranquillity,
common defense, general welfare, and blessings of liberty are
down the drain, and our posterity is paying the price and suffering
from our outrageous demands upon our society and feeble failures
to enforce deterrent upon the criminal element in the USA.
JUSTICE? What justice is there for We the People of America,
the innocent law abiding citizens? Shouldn't that be the paramount
consideration? Why preach Law and Order - when what we need
is Law and Justice? Without Justice for We The People it is the
criminal element that is giving the order, and it is We The People
who are forced to obey. Did we elect the criminal element to
rule over us?
Our Politicians, Senators, Congressmen, The President and
Vice President, innumerable administrative bodies are supposedly
filled with experts and specialists. We the People of America
are paying them, too, so we shouldn't have to pay for the criminals
who break the laws that we pay our legislators to make for our
protection, and the public good. We pay the highest most
exorbitant wages to these people presumably in hopes of getting
the greatest brain power and specialized know-how available.
And people like the President get a lifetime fortune, and secret
service protection for life, on top of the bargain. Most of
the most highly paid congressmen and senators vote in and create
their own exorbitant salaries and retirement emoluments. for themselves,
and we have nothing to say about it. They make the rules. We
have to abide by them. But it is We The People who pay for the
mistakes of the legislators, and by their mistakes they make us
live with criminals who they, and the judges whom they appoint,
release back into our society, and we are made to pay for the
prisons, and their crimes, and we get the punishment. That isn't
fair and it makes us feel like they don't care!
Getting back to our proposal for an American Siberia in Alaska some of the salient points are that: We must find a deterrent to crime on our streets, and at the same time, relieve our national debt, relieve the overburdening cost of construction and maintaining of prisons and do away with the immense salaries paid to prison guards, and afford the Courts and police forces of our nation some proper measure of relief too. The best deterrent is the assurance that the criminal is to be caught and adequately punished for his commission of a crime. Get him out of here! Period.
It is our understanding that we have approximately 1,200,000 prisoners in the United States. For every prisoner one guard is necessary. That means between 1,200,000 weekly salaries for prison guards and personnel. That also means prisons must be constructed and maintained. It further means long extremely costly trial procedures, costs of court and court houses, administration, committees, etc. When we send a man to prison, we also pay for and send a guard to guard him. Assuming the salaries are $500. per week, that's $26,000. per year multiplied by 1,200,000. That adds up to Thirty One Billion, Two Hundred Million ($31,200,000,000.00) Dollars, per year. Each year the price goes higher. Guess how much in 10 years!
Well, so what! We have to keep the prisoners happy, don't we? They are just killing us, that's all.
We must give our Judges and our Courts and our Police, a break,
too! Our prisons are full to overfull. It is reported that Judges
are letting prisoners go free, or releasing them from prison,
in a vain and discouraging endeavor to make room for still, other
CRIMINALS who will in turn SCOFF AT OUR LAW ENFORCEMENT AGENCIES
- BECAUSE THEY KNOW THAT THEY WILL BE RELEASED BEFORE LONG. THERE
IS NOT SUFFICIENT DETERRENT. Will there ever will be enough
jails? It is the elementary principal in crime and punishment
that the greater the certainty of punishment - the greater the
deterrent.
It is also elementary that the safety of the public, and the
rights of the public to have protection from the criminal violence
- and the right to safety on our streets, our houses, and in
our cities IS PARAMOUNT TO THE RIGHTS OF CRIMINALS in the prisons
which we supply to keep them in.
All of the above captioned benefits to the Law Abiding American
People can be accomplished by the simple expedient of emptying
the prisons in the United States, and transferring all the prisoners
to one or more of the Aleutian Islands abandoned Naval Bases,
(which we have already paid for), where penitentiaries should
be built to accommodate anyone criminal enough to risk going there.
If that is not cold and secluded enough - to Point Barrow Vicinity,
in Alaska, or some other remote area with very cold climate.
The prisoners cannot escape by water or they would freeze to death.
The number of guards and police would be minimal, because if
the prisoners leave the Oil Heated Penitentiaries which should
be built in Alaska, they would freeze to death. They should not
be issued sufficient clothes to go on an excursion. Some patrol
by air and sea would be necessary, of course. We must guard against
rescue by air, by sea, or by land. The colder and less hospitable
the climate, the less cost.
In the warmer climate of the Aleutians, there are and can be cattle, vegetable, fruit farms, and fishing. The prisons in the colder climate could be sustained by the food and provision raised in the Aleutians. This would allay the cost of providing food and transportation of food. Select prisoners could learn farming.
No, we are not philanthropists who would make our society
pay for the very persons who committed treason against that society.
We should not be forced to pamper criminals whether we like it
or not. We should not have to make laws to fully house, provide,
protect and pamper them. Why should we? They have betrayed our
society. They have made themselves to be enemies of our society.
In time of war the enemy is incarcerated, or executed; Certainly
not pampered!
Best of all - criminals would no longer thumb their noses
at the courts and police, and law enforcement agencies in the
United States of America. Thus you have the necessary deterrent
that is now non-existent - police would no longer
have to resort to police brutality for correctional procedure
because of the inefficiency of the Law and our floundering correctional
institutions and prisons. Such incarceration would be brutal
only if the prisoners try to escape. Thus they would bring upon
themselves their own brutality. Otherwise they can abide in the
comfort of a warm prison building and contemplate how wrong they
have been, and how nice it would be to be restored to a law abiding
society; and get a good education while they are there to prepare
them for society, after serving their full term.
The United States built bases on some of the Aleutian Islands
of Adak, Amchitka, Dutch Harbor, Shemya, Umnak, and Atka, Kodiak,
and perhaps others. These could be utilized as temporary prisons,
while permanent ones are being built. In addition there are plenty
of 'Federal lands available in Alaska and cold climates and the
prisoners themselves could be employed to build their own prisons.
The prisoners would benefit from this - it would be a rehabilitative,
educational opportunity. On an Aleutian Island, they could have
farms, cattle ranches, etc. (fishing, but no boat building).
Incidentally, prisoners should not just be incarcerated - they
should be educated - Let them build prison colleges - so that
when they get out they can be useful citizens, able to provide
for themselves and their families.
Why should criminals be housed and fed when law abiding people
are going homeless and in want? The reason: Largely because
our society erroneously and wrongfully has been made to support
and provide for the criminal element that impoverished that same
society! AMERICA WAKE UP!
The several States of The United States need a grant of Federal
Lands and legislation, or perhaps a Constitutional Amendment as
the means to implement the above. Some of the cost could be supplied
by the revenue recovered in the various Tobacco Cases.
We recommend segregated prisons (segregation by race, religion, mixed or bullies) so as to prevent racial, religious strife, or bullying in prisons.
