One of the first steps, of course, is getting a site. There are several places to get a free site, but I'm going to recommend Geocities. They have tools to help you get started and step-by-step directions that are so simple, you just can't go wrong! Simply click on the Geo link at the bottom of this page.
Building my Homepage has been a lot of fun, but weaning myself from the basics was very frustrating in the beginning. Learning HTML was just one of the challenges. Other challenges were finding fonts, font colors, graphics, adding sound, finding midis and building tables. I'm certainly no expert, but maybe I can help you with some of the wonderful sites that helped me!
Also, if I can help direct you to something else that you're looking for, feel free to e-mail me and I'll see what I can do!

I was able to learn enough html in one week to do quite a bit of work on my pages. One suggestion I have is that when you see a page set up that you like, you can always click on View and then Source and it will show the HTML code used to achieve the effect, usually. However, that's not a fool proof method because some Web-page editors don't show the codes.
Another very important thing to remember is that while it's okay to copy codes, it's really not okay to copy the ideas that people have used on their pages without first checking with them. Also, never use someone's graphics that they've designed without linking back to their site. I guarantee you will make lots of enemies very quickly by doing that.
I also have some nice resources for backgrounds and beautiful sets which I'll update constantly, so be sure to check back often.
Have fun and remember, most people will be very happy to help you, so if you see something you'd like to do or learn, just ask!

I need to make a special note of thanks to two very special friends. Eileen made my first homepage for me and really encouraged me when I decided I was going to attempt one on my own! She has several sites that are loads of fun! My friend Sharon signed my guestbook one day and the rest is history! She really encouraged me while I was trying to learn HTML and I thank her for her helpful attitude and willingness to share her resources. She has a beautiful page that is well worth visiting.
