This is a Background Gorilla rifle as seen in the second film, Beneath the Planet of the Apes. This rifle is made of wood with a faux bolt action. It is a background prop with no moving parts. This is one of two types of background rifles. The second rifle or "stunt" rifle (as I like to refer to it) is very similar in appearance to this rifle. The major difference is that the second rifle is a cast resin prop and the bolt action is molded into the prop. These props were intended for use by the background apes when Ursus' army invaded the Forbidden Zone. Like most of the background props, this weapon was never really intended to be seen up close. That was the job of the hero-rifle. But like the background-gorilla costume this prop saw a lot of screen time.
