While up in the air, another missle is sent from the submarine, hitting the Batcopter. The copter comes plummeting to the ground, where it miraculously lands on top of a pile of foam rubber at the Foam Rubber Convention. The missle that hit them writes another riddle in the sky, and they decipher it to mean that the villains will strike at the United World Building. Batman and Robin hear the news that all the members of the United World Conference are missing. Batman realizes that the villains had broken into the building from a submarine dock beneath the building and that they will try to make their escape to Short Island Sound.

The dynamic duo takes the Batboat to Short Island Sound, where the Penguin picks the vehicle up on radar and fires a homing torpedo. Robin destroys the first torpedo with the frequency Batman tells him to plug in. Batcharges are then dropped, and the sub surfaces. Batman and Robin board the sub and the villains come out and start fighting. After a while, all but Catwoman are captured. Catwoman descends back into the sub, but stumbles over a step in the control room, knocking her over and her mask off. Batman arrives just in time to find out that Catwoman and Miss Kitka are the same person. He places handcuffs on her while a few tears drop from his eyes. Commodore Shmidlapp, who had been sleeping during the fight, awakes. The Commodore stumbles out into Batman, knocking the vials with the dehydrated United World Members out of Batman's hands, scattering the dust all over the floor. He makes things worse when he sneezes and scatters the dust even more about. Batman and Robin gather up the dust and take it back to their hideout to be put through the Molecular Dust Separator.

The commissioner calls Batman and Robin to find out the status of the "dust." Batman calls to tell the commissioner the dust is seperated.


They bring the separated dust back to the United World Building to be rehydrated. The nation silently awaits the outcome. They begin to rehydrate the members and all goes as planned. Well, almost--they couldn't get the sand sifted perfectly, thus the United World Members voices were not matched up correctly. Each of them talked in a different language than they originally had. Batman and Robin believe it might actually help the nations out this way and make an exit through the window.

Batman tells Robin to begin rehydrating the United Nations members. Batman and Robin exit through the window.
