improve the systems of care &emdash; at both the local and state
levels &emdash; for children who have a mental disorder.

Application
Issues are opportunities, concerns, or problems that are important to the Network membership.
- A comprehensive program of
epidemiological and services research is needed to plan for and to
evaluate the effectiveness of services.
- Alaska needs a system of demonstration projects to try
promising services in Alaska.
- Alaska needs a program to identify infants and toddlers with
mental disorders.
- An assertive program to identify and
treat all children and youth with mental disorders can
significantly reduce disabilities.
- Rural Alaska needs help in getting
children diagnosed and treated by professionals trained in
diagnosing and treating childhood mental disorders.
- Telemedicine offers a way to
bring specialist help to rural Alaska.
- An enlarged Healthy Families Alaska can reduce the rates of
child abuse and neglect and increase the rates of
immunizations.
- Alaska
has a high suicide rate, but is not participating in the national
programs to reduce suicide rates.
- Early identification and treatment
programs for mental disorders can reduce the risks for substance
abuse and teen pregnancy
- The rising rates of out-of-home placements is an indicator of
failed services
- Transition issues
- Fragmentation and incomplete services remains a problem in
most communities
- A program is needed to reduce the
victims of sex offenses against children
All of these issues are open for correction, editing, or comment
at any time. As we develop new issues they will carry "status"
designations of "Being Developed," "Discussion Draft," or "Final."
This is an active process in which members are invited to
participate.
