The Simplified Tax and Wage Reporting System (STAWRS) Project Office and the State of
Oregon announced that they have joined in a partnership to look at further reducing Oregon
employers' reporting burden. The Oregon/STAWRS initiative would combine the Federal
Quarterly Form 941 with the Oregon Form OQ. The State of Oregon would provide the Federal
data to the Internal Revenue Service.
STAWRS is a joint effort by the Department of Treasury, Internal Revenue Service, Department
of Labor, Social Security Administration, and , on a voluntary basis, state governments. The
overall goal of STAWRS is to reduce employer burden while improving the efficiency of
government.
Oregon brings to the STAWRS effort a history of successfully combining wage reporting forms.
Currently, employers in Oregon file their quarterly State income tax withholding, State
unemployment tax, workers' compensation assessment, and two local transit taxes on one
quarterly form. The data from the single form is then captured by the Oregon Employment
Department and disseminated as appropriate to the other State agencies.
Provided the necessary legal and procedural issues are adequately resolved and survey results
show employer acceptance, Oregon and STAWRS hope to test this effort during 1997.
