Elendor is what might be the best Tolkien-based multi-user game out there. It is an extensively recoded version of PennMUSH, and currently supports hundreds of rooms and hundreds of players. It is set in the Third Age of Middle-Earth, and diverges from Tolkien's history sometime after Bilbo's party and Frodo's departure from the Shire (The Fellowship of the Ring). It is very true to Tolkien's books, and is well maintained by dedicated players.

Of course, your experience there is influenced by your own actions as well as those of the players you interact with, and Elendor users are all unique, diverse people, but in general everyone is very friendly and there is a real sense of community.

Of course, Elendor might not be for everyone, but if you like Tolkien, and have ever wished to live in Middle-Earth and write your own part in the epic tale that is The Lord of the Rings, then check it out!
