TEXT OF DECEMBER 1, 1981 SUBMISSIONS TO THEN-PRIME MINISTER OF CANADA PIERRE E. TRUDEAU, THEN-LEADER OF THE OFFICIAL OPPOSITION JOE CLARK, AND THEN-NEW DEMOCRATIC PARTY LEADER ED BROADBENT PAGE 3.:

If we agree, i further trust that we recognize that either we may:

1) seek to disguise these matters from public knowledge unanimously;
2) determine what is in the best interests of all concerned; notably the public interest, regardless of political ide[o]logy, and proceed to undertake a course of action respectful of our considered opinions;
3) seek to disguise these matters from public knowledge perhaps representative of certain (internally-Canadian) political ide[o]logies...while others of us may seek to publicize it representative of others;
4) or 'we' proceed along with this current 'course of action' (prior to my decision to release knowledge of it to the public)...as if there is something more important than, as i ask in the letter to President Carter, "the life and death of a child".

Personally, i don't give a shit if you agree with me or not.
I have chosen my course of action. There is a quote from John Milton's "Areopagitica"¹ in several of my earlier reports which again, is relevant. It states:

"And though all the winds of doctrine were let loose to play upon the earth, so Truth be in the field, we do injuriously (ingloriously),* by licensing and prohibiting, seek to misdoubt her strength.
Let her and falsehood grapple: whoever knew Truth put to the worse in a free and open encounter?"

If we do not agree to address these issues at this time, i will stand alone on my position...and you will be given obvious ample audiences to explain your position(s) to.
However, if we do not agree on these matters at this time, i must further point out that it will be inescapable evidence that i am disagreeing with your political policies...and you with mine.
In anticipation of this potentiality, i have sought consideration of this potential disagreement and what it would mean...from persons who may be more concerned with these issues (and my safety and rights as a human being), than are you.

I have indicated that a proper reply from Prime Minister Trudeau would have some bearing on these issues. Hence, i do recognize that future, probable allegation of liability for authoritative inadequacy or incompetence--from the public interest, would be less appropriate in the other two instances.
It seems pertinent that clarification of the official position of Prime Minister Trudeau and his government, should be available to these two persons as well and especially...so that, by appropriate restriction of liability, no innocent persons stand vulnerable due to these circumstances.

In light of these (overall) circumstances, i am recommending this course of action:

¹-THIS IS A "PRINCIPLE" I FIRMLY BELIEVE IN AND DID SO CONSISTENTLY IN CONTINUING MY "INTERNATIONAL DIPLOMATIC WORK...ON A DIRECT BASIS" FOR THE WORLD'S CHILDREN BEYOND THE 1977-78 COMPONENTS OF IT.
TO SEE A KEY INSTANCE WHEN REFERENCE TO THIS "PRINCIPLE" WAS USED AGAIN, TAKE A BRIEF SIDESTEP HERE.
