I am adding one-page statements to the submissions to you, Mayor Araki of Hiroshima, and Mr. Anderton of New Zealand because i'm sending them personally from Vancouver--the other submissions to scheduled peace festival speakers are being sent via Ottawa--and i want to apologize for the late date i am sending them on.
Unfortunately, i was unable to send them before today because the financial problem explained in part by the enclosures remains unresolved still. (And this is no small embarrassment to admit to you, given what you represent.)
Also, i did speak to Bishop Desmond Tutu twice on April 2, 1986--the statement to the scheduled speakers mentioned that i planned to but was prepared before i was given the opportunity--and our second discussion gives me the opportunity to hold a certain advantage on his behalf should the Botha Government in future decide to lay the treason charge against him.1 This required that i examine very carefully the potential ramifications of my present "influence" extending indefinitely into the future, which also led me to make the submissions evident to the scheduled peace festival speakers and the press. As this "influence" will continue far beyond this actual event, i have left the option open that the participants can contact me in future about future developments.
I was advised last month that you sent "End the Arms Race" a telegram saying it was unlikely you would be able to attend the event yourself but would instead send a deputy. I respect that, sir, but address this to you because presumably you will be making the major decisions (no doubt guided by the Kremlin itself) on what stance your representative will present.
I fully trust that you realize that i made two submissions to General Secretary Gorbachev before his summit meeting last year with President Reagan,2 and as a result in your case, i am only including correspondence copies which i did not ask United Nations Secretary-General Perez de Cuellar to provide for the General Secretary.
If there was a mix-up, please feel free to contact me for additional copies.
I note public reports on the difficulties presently to arrange for the second summit later this year, at the same time as i consider why you will not attend the Vancouver event yourself. (I am not aware presently of the specific reason.) If i am incorrect in assessing my own personal "influence" in regards to East-West relations and the pursuit of world peace, i will not continue the process of submissions to the Soviet authorities.
I planned a third submission to Mr. Gorbachev, for instance, next month, to precede the possible summit in Washington later this year. If you don't advise me by return mail that such a submission (or series of submissions, if they are desired and warranted) is welcomed by, say, May 24, 1986, i will discontinue the process.3
As Paul Warnke noted several years ago (and i quoted him on it in several reports thereafter, including to the Reagan Administration), legitimate world peace cannot be imposed by only one of the two "great powers."4
"All of us" require the cooperation of both for our survival, and this is why i have never kept the Soviet Union completely in the dark about my continuing "International Diplomatic Work...on a direct basis," have likewise maintained processes of communications with "The Arab League"5 and U.N. Secretary-General, and have also made submissions to the press.
"Quiet diplomacy" is only one element of the needs for world peace, and not necessarily even the most important as, without understanding by the people "concerned and affected," peace will be unattainable and will not endure long with poor relations between the governments.6
When the Soviet Union is right, i respect it. However, you should never expect that respect in this way will lead to more than a commitment to co-existence and better relations.4 If the Soviet Union does not respect this in return, then there's no point really in continuing the disclosures to you, is there?

THE AUGUST, 1986 ONE (TAKE A BRIEF SIDESTEP HERE TO CONSIDER ITS LIST OF CONTENTS) WAS, ADMITTEDLY, INSPIRED TO A CONSIDERABLE EXTENT BY MY HOPE THAT BECAUSE THE SOVIETS HAD WHAT DOCUMENTATION THEY DID RE MY "INTERNATIONAL DIPLOMATIC WORK...ON A DIRECT BASIS" AS SPECIAL DIPLOMATIC ADVISER TO THE U.S. PRESIDENT AND SENIOR ADVISER TO THE YEAR OF THE CHILD, IT WOULD GIVE ME CREDIBILITY WITH THEM TO PURSUE FREEDOM FOR AMERICAN JOURNALIST NICHOLAS DANILOFF (THEN BEING HELD BY THE SOVIETS, WITH REPORTS I READ AT THAT TIME SUGGESTING THE REAGAN ADMINISTRATION COULD NOT FIGURE OUT A WAY TO GET THEM TO RELEASE HIM) AND COOPERATION FROM THE SOVIETS THAT WOULD ENCOURAGE THEM TO PRESSURE THEIR ALLIES IN THE MIDDLE EAST NOT TO HARM THE INNOCENT HOSTAGES THEY HELD--AND, IN FACT, TO RELEASE THEM.
