I also made certain recommendations in relation to "The
Camp David Process" then underway, coordinating my
proposals with these goals relating to improving international
relations and economics and encouraging the increment of
respect of "legitimate" human rights. The key idea i documented
was a plan for security of all peoples and states in the
Middle East based upon a policy of "non-interference" by outside
forces in the internal affairs of the regional states which
would be perimetered by their respect for "the rule of law in
international affairs" and accordance with "The Helsinki
Pact" and equivalent and established international human
rights conventions and agreements.
Following completion of these stages of my
"International Diplomatic Work...on a direct basis" to
President Carter's satisfaction, i took a "leave of
absence" and returned from British Columbia to Toronto, my
former home in Canada, because i was aware of Royal Canadian
Mounted Police reports noting racial unrest in that city--which
i had predicted the year before due to circumstances i then
recorded. Feeling i might be in a position to help ease such
tensions because i had friendly relations with both the police
forces and the racial groups involved, i did return to Toronto
for this purpose.
Left unsettled when i took this "leave of absence" was the
payment of the possibly final salary settlement to me for this
"International Diplomatic Work...on a
direct basis," though the basic agreement i had with the
Carter Administration/American authorities and the
(former) UNITED NATIONS SECRETARY-GENERAL relating to it and
provisions for how to continue such further work as may prove
necessary until it was paid were included in the legal
agreement documents prepared in 1978.
I believe this is finally about to be settled, President
Botha, but if it isn't, well, i am recording here how
i recall these circumstances in "(my) present situation." I assume Ms.
Carney addressed her November 12,
1987 letter to me on the basis of both authorities invested in
my name since 1978 because there are terms in the original
agreement to maintain both authorities until such time as that
final salary settlement is paid and i receive written approvals
of termination of both authorities from the U.S. President and
UNITED NATIONS SECRETARY-GENERAL respectively. As you probably
already know, i did write to Ronald Reagan in 1978
about this work and he would be aware of these conditions to
date. And i will advise you that on September 3, 1987, with
reports that there would be another Canadian postal strike that
could have disrupted communications between Washington and this
SPECIAL DIPLOMATIC ADVISER TO THE U.S. PRESIDENT in Vancouver,
the U.S. CONSULATE in this city agreed to accept and forward any
messages to me from Washington. None were forwarded but i trust
the point here is underlined.
For the record here, President Botha, you should realize
that it was i who introduced the proposal of an
Iran-U.S.A. "non-interference" agreement, in a registered letter
and statement to (then) UNITED NATIONS SECRETARY-GENERAL Dr.
Kurt Waldheim sent on March 15, 1980 (and received on March
20, 1980)...while the Iranians were still calling for: "Death
to the Shah! Death for Carter!" Fearing for the lives
of the American diplomatic hostages, i rushed this submission
and only sent a rough draft of the statement to extrapolate the
proposal. Now that i am about to prepare my book, however,
and i still should send potentially "summary statements" to "The
Islamic Conference Organization" and "Arab League" because there
still are innocent hostages being held that they may be able to
help secure freedom for, i intend to send such statements to
them with advisements that a final form of the 1980 draft will
be included in my book--which they can respond to as they will
following evaluation of it by them.*
Going back now to issues more relevant to you, President
Botha, you should realize that it is
well-documented--including in statements by me to the press in
the late 1970s and early 1980s re a judicial process i was
involved in pertaining to my
"International Diplomatic Work...on a direct basis" that i
thought was going to result in a lot of publicity--i tried to
encourage the undertakings planned in 1978 by the popular
entertainers a number of years before Bob Geldof et al
got involved...but with no or limited success.
