Ms. Carney:

I wasn't able to find a job last week through Temporary Manpower, so the registered letters to the U.N. Secretary-General and U.S. Speaker of the House weren't sent.
I have no idea right now when i'll be able to afford them.
In regards to what Walid Jumblatt said yesterday about "Hezbollah" thinking it could "squeeze some money" by the abduction of Terry Waite and how this could be compared to "(my) present situation," i seem to recall making a statement about such matters in 1978.
I will say nothing more to the Mulroney Government unless it's to be done face-to-face with an appropriate authority.
As i explained to Ms. Lewis last week, i spent 45 minutes or so at the U.S. Consulate earlier in the week,* being given some addresses for the participants to that forum on terrorism and also some background information they offered unsolicited.
I believe they were trying to make a certain point, Ms. Carney, and the one which came to mind immediately was to mention it in the statement to Mr. Maksoud--reminding him they'd done the same thing in 1978.
After i added that to the statement, i've had to pause to consider how i can explain why i can't afford to send these registered letters...
Surely Mr. Clark has something to do right now...I need that 1984 statement.

I watched Mikhail Gorbachev's speech on CNN last night from the Moscow peace conference.
At first i really did wonder why i wasn't invited to the event, but of course there was the February 14, 1987 Globe and Mail article, 'People to be informed about "dark" periods', which i am inclined to think is referential to my statement to the 'Vancouver Centennial Peace Festival' participants (which Mr. Arbatov was given a copy of).
I got the impression i may still be invited to the Soviet Union in future for talks.
If Ottawa and Washington don't want to provide me with letters from the heads of state about "(my) present situation"--which would undoubtedly help protect those hostages--certainly the Vatican can substantiate the reasons why i am involved.
An earlier speaker, a member of the clergy, had underlined that "religions can make positive contributions" to world peace.
I also saw Georgi Arbatov on 'Face the Nation' yesterday, during which he pointed out that:

"During 'Irangate' controversy it is not so persuasive you are an open society."

After which, the satellite signal was cut off from Moscow, through no

fault of the Soviets, Lesley Stahl of CBS News explained.

Lesley Stahl was a participant in that forum on terrorism, Ms. Carney.
Finally, in reference to today's disclosures about 'Project Democracy' as were detailed in yesterday's New York Times, i might also point out here that i mentioned it in a statement a few years ago, while agreeing with the publicly expressed "principles" for it and not knowing of this side of it. (Actually, i recall commenting on the political partisanships...) Of course i'd believe that my mentioning 'Project Democracy' in one of my reports would not draw attention to it and how it was conducted really as readily as you would as an experienced parliamentarian.
Tom Wicker of the New York Times was also a participant in that forum on terrorism, Ms. Carney.

If there are grounds to suspect the work of Ollie North was directly in response to my "International Diplomatic Work...on a direct basis"--and without a statement by President Reagan, i believe there are such grounds--you must see that i should be asked for testimony in the hearings in Washington on the controversy which are to begin in March.
I am saying as much in the statement to Clovis Maksoud because it is appropriate to do so, on behalf of those innocent hostages, failing receipt of those letters from Ronald Reagan and Brian Mulroney, who otherwise would appear to be in greater danger--and danger which the presence of the U.S. warships cannot alleviate.

As Mr. Clark would recall, i did not agree, in and since 1978, to support the nuclear freeze or oppose the S.D.I. or behave like Ollie North or a certain Canadian "lone streetfighter" according to the terms of that agreement about my "International Diplomatic Work...on a direct basis."
I agreed to establish and maintain a diplomatic process which was to ensure that a legitimate public peace movement would ensue proceeding from specific "principles" and goals and negotiating positions detailed in the 1977-78 work.

Gorbachev gave a good speech.
Do you people intend to "surrender" the peace movement worldwide to him in order to gain the affections of the arms merchants?

It is some sticking point that the American political party whose former leader did not make "mistakes" like we are now seeing were made by the Reagan Administration called for a "mutual and verifiable freeze" in the 1984 election campaign.
One gathers that if Ronald Reagan and Brian Mulroney don't want to verify the "middle ground" i agreed to assume in this field, they won't be too upset if accordingly they are held accountable for what they've done and offered "all of us" instead...without having to share the 'blame' for my work largely ignored by them.

My TV signal was scrambled, Ms. Carney, but between the frequent shots of attending clergy at Gorbachev's peace conference, i believe i may have seen one or two of Mr. Trudeau among the "1000" delegates...

Ms. Carney:

Last night i went through my files to determine where i had referred to 'Project Democracy', and found that there are copies of the December 3, 1984 New York Times article, 'Dispute Snarls Project For Democracy Abroad', attached to my January 5, 1985 statement to Prime Minister Mulroney and my February 7, 1985 statement to Senator Kennedy...just to begin with.
I checked the contents of the New York Times article against the details reported in the February 16, 1987 Globe and Mail front-page article, 'Secret U.S. dealings with Iran, contras linked to Reagan Communist offensive', and yes--i had mentioned the program now being disputed.

I suggest that the Prime Minister reread my remarks to him on page 1. of that statement.

As he should understand, i obviously have something to say to Shirley Carr in my next statement to the C.L.C.
If he has nothing to say to me before February 28, 1987--the date by which i will definitely be able to afford to send the registered letters to the U.N. Secretary-General and U.S. Speaker of the House--i would be obliged to send them copies of all the statements to Ottawa since 'Irangate' began unravelling in lieu of copies of a letter (or cheque) from him.

I get the impression, Ms. Carney, that the White House has re-evaluated the "influence" of my "International Diplomatic Work...on a direct basis" in "(my) present situation," and may be concluding it is the only way to deal with this controversy and all these "loose ends."
I am mentioning this to you because if i am correct in this analysis, it may explain why you're having so many "problems" with the Americans in the free trade negotiations.
Thus, i can only conclude the "policy of silence" harms you and your work for the Canadian people (and "all of us") as much as it has harmed me and mine.

I had overnight to decide whether to let the remarks on page 2. here about the possible real, underlying purpose of Ollie North's work stand, Ms. Carney, and decide i should in "(my) present situation."
It will be up to Brian Mulroney and his friend, Ronald Reagan, to explain to us how i can believe otherwise without any evidence to date that they had expressed their "concerns" on behalf of those affected in other ways.

If Ottawa contends that Washington was obliged to act and contact me prior to receipt of the Trudeau policy "clarification" in the manner requested in and since 1978, beyond what i've said about this and received no response to from Ottawa in almost 9 years, i would appreciate being advised of the reasoning. (This was explained in 1982 to the press, by the way.) I assume otherwise that this is the reasoning which the Reagan Administration presently is falling back on as the controversy heightens and the danger to the innocent human lives continues.

I had promised to give the Most Reverend Angelo Palmas copies of the statements to Senator Byrd and Representative Wright at the end of last month, but for the cost of a 34 cent stamp which i could not afford, i believe the point has been made to the Roman Catholic Christian Church again how pivotal and important it has been to end this "policy of silence" and properly and fairly settle the issue of the financial compensation to me for the "International Diplomatic Work...on a direct basis."

MY THINKING WAS THAT THE FACT THAT HE TOOK THE TIME TO TALK WITH ME ON THAT DAY WOULD ATTRACT PRESS AND PUBLIC ATTENTION.
THAT THE TRUTH ABOUT THAT WORK HAD NEVER BEEN DISCLOSED TO THE PUBLIC DESPITE OUR PROMISE IN 1978 IT WOULD NOT BE STONEWALLED, IN LIGHT OF WHAT HAS BEEN REVEALED IN THE COURSE OF PREPARING MY "INTERNATIONAL DIPLOMATIC WORK...ON A DIRECT BASIS" FOR THE WORLD'S CHILDREN AND THIS AWARD-WINNING WEBSITE, BECAUSE OF WHAT IS AT STAKE...WHICH WAS CLEARLY UNDERSTOOD AND DOCUMENTED IN THE 1978 STAGES OF MY "INTERNATIONAL DIPLOMATIC WORK...ON A DIRECT BASIS" FOR THE WORLD'S CHILDREN--SAYS SOMETHING THAT MADE IT WORTH OPENING AND MAINTAINING THIS WEBSITE...
