Samuel spent the early years of his life and young
manhood in the Indiana home, where he practiced law with his father
after graduating from the Indiana Baptist college. In the early 80s he
came to Oklahoma. In March, 1898, he was
appointed by the president as United States attorney for Oklahoma.
