Removed from Heaven for the accidental death of a human, Rafael was considered a sinner for his lack of guilt in that human's death. God had punished Rafael by sending him to work for Lucifer, in his domain. While working in Hell, Rafael was assigned one-third of the United States as his territory, to "recruit" bad souls for Lucifer. All the time he worked for the Dark Angel of Flight (Lucifer), he waits in the hopes that one day he may return to Heaven.

After the double agent Quemel was struck by God because of his treachery during the first Angel war, Lucifer had captured half of the soul. With that soul, he was going to puzzle it back together with the missing piece, to make Quemel live again. Once this happens, Lucifer will make Quemel the newest General to his army, for the inevitable take over of Heaven.

As Lucifer lays his plans of the take over down, he asked Nergal to keep a watchful eye on all of his minions, which includes Rafael, just as a precaution for possible traitors. With this position available to him, Nergal was given permission to search out and destroy any persons he believed to be a traitor.

Of all of Lucifer's minions, Mephistopheles is the rightful heir to the throne. His silver tongue and educated brain is his strongest weapon, but he does have something else in mind. He is very upset of Lucifer's new changes in the system in Hell. He feels that Lucifer's time is up, he's done his bit for King and country, and thinks that there should be a new leader.

As Lucifer's second wife, Namaah has been given free riegn in Hell, to do what she wishes. But like Mephistopheles, she too is bored and angry of the new system. When Lucifer sees this, He says that Hell needs a new Hierarchy and he wants her to be the mother. But only on one condition, that her offspring can only be produced with Rafael, to create a new hybrid from the darkeness and the light.
