When a water shortage happens its because of two things. 1 you need to build more water generating facilities or 2 your pipes are not reaching all of your zones.

If your selling power and water to your neighbors and the deal keeps falling through it could be several factors. Make sure that you are generating enough power and water for your city and your neighbor's city. Also whenever your cities grow you have to build more power plants and water pumps to accommodate the need.
