Text must be readable.

A good text/link/background scheme
(pleasing to look at)

Use of graphics that add to the page subject.

Menus are good..I like to know what is offered and where I can go next.

Your page should be ready for viewing.
No construction signs, or "file not found"
errors to internal links.
Homepages are usually always under construction.

No abusive language

Oh and the most important requirement...
