A Juris Doctor Graduate of St. John's University School of Law, Queens, New York, USA, Balwan R. Singh was graduated Magna Cum Laude from the New York Institute of Technology in 1982 and was awarded the Metropolitan Center Award for outstanding scholarship. His bacculareate degree concentrated on computer science and radio and television production. He also was awarded a post-graduate Diploma in Mass Communications from the University of the West Indies in Mona, Kingston, Jamaica, and a Diploma in Journalism from the London School of Journalism. Balwan R. Singh is an avid broadcaster and community activist. In 1984, he hosted and produced the first FM radio program hosted by a person of West Indian heritage in the United States, playing Indo-Caribbean music on WNYE FM (New York). The program was produced in collaboration with Medgar Evers College Community Radio and Your Metro Community Broadcasters. Balwan R. Singh has also broadcast his Indo-Caribbean Radio Show on WRTN FM in New Rochelle, WNWK 105.9 FM, and WPAT, 930 AM Stereo in New York City.
