Mr. Maksoud:
I am preparing this submission to you to be sent c/o the United Nations Secretary-General as soon as possible. (The entire submission was ready on August 16, 1986.) Certain developments in other aspects of my "International Diplomatic Work...on a direct basis" appears likely to lead to and require public awareness, and ensuingly it's just not possible to realistically expect such awareness should be denied re my work "concerning" a peace process for the Holy Lands.
With such considerations in mind, all my present statements and submissions are to be regarded as "open letters."
In order for "The Arab League" to understand these developments, i am sending this to you c/o the United Nations Secretary-General with a request that he explain to you what has happened recently and that he give you relevant document copies about the developments.
As a minimum in the latter regard, i've suggested what is indicated by the List of Contents attached to this statement to you.
I have promised to provide the U.N. Secretariat with additional documentation before the fall session of the General Assembly. What must be forwarded depends entirely upon what actions are taken beforehand by Ottawa and Washington "concerning" these developments and "(my) present situation."
Should either the U.N. Secretariat or "The Arab League" require further information which i am able to provide, as i have maintained since 1978--you can request it by means of a registered letter to my Vancouver post office box.*
I have no plans presently to return to Ottawa or Washington on business.
Mr. Maksoud, it is "The United Nations International Year of Peace".
I am preparing this "open letter" to you in the form you see with this considered and to make a statement for public evaluation re the work i did in and since 1978 "concerning" the process for "peace, security, and justice" in the Holy Lands and the practice of terrorism and hostage-taking to advance goals by those who oppose legitimate peace and prefer continuing to resort to aggression and the murder of innocent people.
"Islamic Jihad" still holds hostages in Lebanon.
You (and) i are in unusual positions, Mr. Maksoud.
Ardent efforts are being made on many fronts to make peace achievable in world trouble spots.
Distinctly different initiatives with common goals are being hindered by historic mistrusts and hatred.
Many innocent human lives are being lost, with no progress achieved either towards the goals of the perpetrators--if they are legitimate at all--or towards negotiations to secure compromises with potential for satisfaction by each side.
Or towards real and practical peace.
We know many things about these impasses, in fields of our own deepest "concerns' and in those which affect many others--both friend and foe--beyond our responsibilities.
And with the knowledge we have which has not been shared with the rest of the world, perhaps we know why no progress has been made in some of these fields.
And as we witness in terms of contemporary international relations, what affects one field often affects another and the course of international relations overall.
It also affects individual human beings and groups.

EITHER THE U.S. GOVERNMENT MADE A LEGALLY-BINDING “COMMITMENT” IN 1978 TO BE HONEST, TO RESPECT THE RULE OF LAW, AND TO VALUE LIFE IN RESPONDING TO THOSE CIRCUMSTANCES THEN THAT LED ME TO PREPARE THOSE STAGES OF THIS "INTERNATIONAL DIPLOMATIC WORK...ON A DIRECT BASIS" FOR THE WORLD’S CHILDREN. OR WHAT (IT) QUALIFIES AS ”THE TRUTH” TO THE U.S. PRESIDENT WHO PROMISED NEVER TO LIE AS U.S. PRESIDENT...AND THE AMERICAN PEOPLE AND ”ALL OF US”...SEEMS TO BE INCONSISTENT WITH, IF NOT, SAY, 30 NEWLY DISCOVERED PHOTOGRAPHS OF SHOES OR A MESSY DRESS--AT LEAST THE CONTENTS OF (AND PARTICULARLY THE SCANS ON) THIS AWARD-WINNING WEBSITE.
