i did the work in 1978 described briefly in my 1990
resumé have i earned the average weekly wage of my fellow
Canadians.
This is relevant to what i foresee for public
evaluation soon--such as this
page's affixation, taken from my Christmas, 1988
registered letter to then-SOVIET GENERAL SECRETARY Mikhail
Gorbachev, a copy of which (of course) was included in
the simultaneous submission of registered letter #7631 to
President Reagan. See term
of reference a) here to my
original statement to you. Reagan chose not to reply
to that submission.
Should you follow my advice to you
in that statement and request from the addressees copies of
all the contents of all the registered letters
in the list, you will find an
alarming pattern of arrogance, ignorance, and poor judgment by
certain of the addressees in regards to those documents--perhaps
bordering on the need for properly qualified psychiatric help,
which i am not qualified to provide. "Almost a world war"
is not good policymaking.
I will again promise to
forward to you in about a month's time copies of my pending
statements to the appropriate authorities in Washington and
Ottawa and at the United Nations. They will address in more
detail the significance of this
item on this page. Let me only say here now that it was
realization that the contents of those statements to Reagan and Gorbachev will
soon be public that convinced me that total confidentiality
about these provided documents is not realistic. And that if
you haven't enough authority to investigate "Irangate"
thoroughly and properly--i believe that after evaluating the contents of the list of registered
letters--and in particular, an August 12, 1989
submission to U.S. SENATOR Edward Kennedy*--you'll
understand why on page 4. of
my original statement to you i indicated i anticipated the
need for another and broader--but also more
detailed--investigation.
I'm aware of the February 5, 1992
decision by the U.S. HOUSE OF REPRESENTATIVES to investigate
"the October Surprise"--the possible deal
between the Reagan 1980 election campaign team and Iran
over the Tehran hostages. Term of
reference c) to this statement to you relates to this new
study by the U.S. CONGRESS and why i wondered if it's possible
to avoid an outcome in this aspect of dealing with
"Irangate" as confounded you in the Oliver
North prosecution: that the preponderance of publicity
about North prevented him from getting an unbiased
trial.
You see, Mr. Walsh, i did introduce the
"non-interference in
Iranian affairs" proposal in March, 1980 that broke the
deadlock and shifted the Iranian goal from demanding "Death
to the Shah! Death to Carter! Death to Americans!"
to negotiating for non-interference. And around the time that
is about to be investigated now i got a phone call from Ms.
Claire Gregory of the Carter Administration's office
of the U.S. NATIONAL SECURITY ADVISER in the White House. I
believed that they were then convinced that the release of the
remaining 52 hostages in Tehran was imminent and wanted to
arrange to credit me for the proposal and pay me the final
salary settlement due me for the "International Diplomatic Work...on a
direct basis" as SPECIAL DIPLOMATIC ADVISER TO THE U.S.
PRESIDENT in and since 1978. I wasn't available to take the
original call from Ms. Gregory, but i called back to the
White House and requested they delay that until i was able to
tell Ottawa they'd called and see if then-Prime Minister of Canada Pierre E.
Trudeau wanted to finally decide what was to be his
official policy in response to the fact that included in the
work i'd done in 1978 was a representation of "a Canadian
concern" on behalf of certain Canadian authorities of the
time in part in reaction to the circumstances at the time of
President Carter's summit then at Camp David with
Anwar Sadat and Menachem Begin.
And this is
where i drew the "non-interference" idea
from for March, 1980. Trudeau chose to avoid responding
to that request for his cooperation and the many others
preceding and following it before officially retiring from
elected office in early 1984...probably creating some of the
conditions that ultimately led to "Irangate" in the
process.
But you see, sir, those 1978 documents are going to
substantiate that i didn't actually contribute to the contents
of the so-called "Camp David Accords" as such.
In providing encouragement to the Israeli Government to address
the issue of "Palestinian autonomy", i contributed to
the plans for broadening the basis of Middle East "peace,
security, and justice."
