I explained to the Cabinet Office receptionist last week when i was making arrangements for this submission to you that i certainly didn't want to make it prior to expiration of Mr. Clark's May 31, 1992 deadline for the current round of Canadian constitutional negotiations.
I have been having some difficulties composing an appropriate statement to you re these matters given what Clark called "(my) present situation" in that May 23, 1983 letter to me...obviously a "situation" continuing to this date. So, the best i can do in it is give you these things now and promise you a statement about them and related matters in the near future.
It may not be immediately apparent, but there is a definite correlation among the four terms of reference enclosed for the present for you to consider. And i urge you to draw them to the attention of the provincial premiers at (or before) this pending First Ministers Conference. It may be that all efforts to persuade QUEBEC PREMIER Bourassa to rejoin the discussions will fail until the appropriate steps are taken to respond to the contents of the enclosures.
Ask Clark what the arrangement with the Vatican in 1978 consisted of.1
And ask him which came first: this letter to me from him or the Metropolitan Toronto Police Force Chief's request to me that i write for help for them to President Reagan... a request Reagan ignored, by the way.
Ask him if, because there was indicated interest by
Anwar Sadat in the Canadian constitutional process
(inclusive of my work for the late John Robarts) in 1978,
document copies were sent to the Egyptians.
The present
UNITED NATIONS SECRETARY-GENERAL is the former deputy to the
specific Egyptian authority i kept in touch with after Camp
David in 1978.
And perhaps he and Mulroney should be asked if they
have assurances from N.A.T.O. that there will not be public
disclosures of the documents to its leadership in 1978 about the
specifics of why Jimmy Carter expected me to be respected
thereafter as "a 'qualified' nuclear disarmament
expert."

I was preparing to
make a submission to Stephen
Lewis about the problems with black people in
Toronto--something i predicted and which was one of the original
reasons why i wrote Jimmy Carter and Kurt
Waldheim on behalf of the Davis Government in
1977--but it's not a problem that will be solved today.
I
will write to Bob Rae2 in future.

I never got
a repy from any of them to it though i am fairly certain the
part about Noyes recalled from 1978 is accurate in my
memory. Of course if it took until now from the December, 1984
Royal Commission on Child Sexual Abuse to get them moving on a
uniform national policy to protect our children...
