Mr. Phelan: Given that you witnessed about $500
billion of losses in one day in the stock exchange you are
chairman of, i hope you won't be upset that my second statement
to you is so substantive and exceeds the "three-page
length" President Reagan likes for summaries
submitted to him.
It had occurred to me that if there were
objections to the length of my
December 16, 1987 statement to P.W. Botha by anyone
who really wants to understand how we came to be faced by the "present situation," they likely
would be ones expressing criticism that i wasn't in all cases
completely specific about exact dates for reports or statements,
or i didn't always include registered
letter numbers or provide photocopies of them.
As you
will see by my statement to Jimmy Carter (a copy of it is
enclosed), when i have to be specific i am.
But if i do
provide all the information i am able to, this may
encourage the properly responsible parties in government to try
again to bypass disclosure of the historic reports to the
public--in the cases of the 1977 and 1978 reports i prepared,
copies of which i don't have.
If we are to effectively
respond to the Soviet "Glasnost*" propaganda effort, i would think the
"best" course of action
available to us is to encourage the American and Canadian
governments to disclose the relevant documents.
I hope it
gives them pause to consider whether they can continue to
mislead the public when my statement to you is this
detailed...and i am giving you copies of the terms of reference
enclosed.
