Senator Dole: There is one final point not mentioned in
my statement here to you i think i should point out.
While i won't accept responsibility for not having been able to
make a submission to Nicholas F. Brady before his study
group filed its report on the stock market crash because it's
been Ottawa and Washington restricting my financial capabilities
by non-"action" re my "International
Diplomatic Work...on a direct basis" that prevented me from
contacting him--the fact that their report appears to have come
to the wrong conclusion--or at least an incomplete
one--underlines why ignorance of "(my)
present situation" or "disinformation" about it and what
really caused "Irangate" do not resolve the "problems." Rather,
they compound them. If "The Tower Commission" or the
U.S. Congressional Iran-Contra Committee had dealt with my
work's relationship to "Irangate", it seems possible the stock
markets crash(s) may never have happened. Or
possibly--they wouldn't have happened if President Reagan
had given me the instructions how he would have complete the "International Diplomatic Work...on a direct
basis" to his satisfaction because in having to respond to
the work, he would have had to include consideration of the
circumstances noted in the enclosures here and the panic in the
international economic community would have been alleviated by
him doing so.
I leave it for you to decide whether to give copies of these
items to Mr. Brady.
I have to write Mr.
Phelan again to advise him of the error in the form of
the note to Desmond Tutu accompanying the copy of Ms.
Carney's office's December 11, 1987 letter to me. Perhaps
it would be wise to also send him a copy of this statement to
you.
As you see by the enclosed copy of my August 6, 1986 statement to SOVIET
GENERAL SECRETARY Mikhail Gorbachev, there is
a better "alternative" to deal with these matters than
"disinformation." It seems to have gained freedom for Nick
Daniloff and Andrei Sakharov and shown the
Communists they can't deny that our "democratic values"1
gave them the potential for their
"Glasnost2/Perestroika"--as we planned from the outset in
1978.
Isn't that preferable to living a lie with billions of dollars
of Western investment in the developing world at stake?
