Often used in reference to mind-altering drugs, but also used in other

The idea of around the clock surveillance ala Big Brother has been
around for quite a while.  Over 200 years ago people were actually
proposing designs, specifically for keeping prisoners under control.
Modern technology has made things a lot easier,  and the concept
has been embraced by the entertainment industry.
