Enclosed are duplicates of the contents of my December 31, 1991 registered letter #77 210 594 939 to you . Since mailing it and not getting the Acknowledgement of Receipt back i've spoken by phone twice with Mr. Stansbury, SECURITY DIRECTOR for your Washington office . He assured me that while you do not make a practice of sending written replies immediately to received correspondence, you do return such cards signed--but you didn't get the letter. I have enclosed a copy of the Application For Indemnity that is underway now to trace the whereabouts of the original submission to you. I can already tell you that Canada Post tells me the registered letter left Canada on January 2, 1992 and they ought to have answer for me "in a month."
I'll advise you further soon thereafter.

These contents are identical with those of the original submission with the following exceptions: I reread the statement to you and found several typographical errors. I am human and make mistakes. When i can and it's necessary, i correct them. On page 3. of the original statement to you, for instance, i've inserted the word "me" in the line that reads:

"I could not endorse the war effort, even if it was regarded as a U.N. action and i have the SENIOR ADVISER TO THE YEAR OF THE CHILD authority in my name, because Reagan failed to provide me with the instructions i many times requested of him (the 56 registered letters...) how he would have me complete the 'International Diplomatic Work...on a direct basis' to his satisfaction."

And instead of another copy of 2) j) containing only copies of ii) and iii) according to the provided List of Contents, i've added a page also containing the article about Dr. Abdel-Meguid . There were two calls to New York i made on the eve of the Middle East Peace Conference last October to "The Arab League" to obtain a present mailing address for him. I believe it necessary to explain to him why i delayed for so long sending to "The Islamic Conference Organization" a copy of my August, 1986 statement to "The Arab League" . If you didn't have a copy of it beforehand...a copy is now enclosed. This is the document i assume may have caused the disclosure by Ash-Shiraa of the Reagan Administration arms sales to Iran .
The other two calls perceivable in this phone bill were to "Journal Graphics" re obtaining what is indicated in the terms of reference here. Incidentally, i wanted the transcript for "Project Censored" because it was about the most under-reported news stories of the previous year and very high on the list was George Bush's role in "Irangate".
I have always proceeded in continuing this "International Diplomatic Work...on a direct basis" that "honesty is the best policy" in international security matters --as my 1990 resumé reiterates was what President Carter promised in 1978 our work would always contain.
Until the last U.S. hostage in Lebanon was freed i was going forward with the belief that a full and honest accounting of the "Irangate" conspiracy would ultimately be necessary--if not to facilitate the release of the innocent hostages, so that future relations among the individuals and parties involved would be based upon something more worthwhile and durable than one (individual or) party trying to impose (his or) its "views" on others--which is probably what caused the bad relations in the first place.
...I trust that President Carter will make available the 1978 work i prepared that will make clear where Ronald Reagan got the philosophy from for his February 24, 1982 speech formally introducing "The Caribbean Basin Initiative". An excerpt from that speech is attached to the enclosed copy of my second letter to John J. Phelan, Jr.--which explains why i never supported the Reagan Administration policy of support for the Contras.

I ended up not sending the request for transcripts to "Journal Graphics" because i couldn't afford it. My income continues at $500 per month, with no possibility of legal
