But this has not been so. As population increases, it has placed great strain to the capacity of the environment to maintain the balance of natural resource production and human consumption.
The government, which resulted from the social development is a solution that may provide the needed leadership to manage a balance between these two critical resources. For this to happen, a concerted effort to improve the efficiency and effectiveness in the use of resources must be made.
In most cases, external
factors must be applied so that the needed change can happen to sustain
the balance.
The interventions
are efforts toward development of areas to sustain the balance of resources.
In the past and up to the present, these efforts have minimal nterrelations
or none at all. Each institution or agency implemented their programs on
the basis of perceived issues, or the mandate and mission of their organization.
To an extent, some programs were able to effectively address the existing
problems. But in the long run, created new sets of complex problems affecting
the nvironment. We call these the new development problems.
RATIONALE
The new development problems are interrelated, necessitating a systematic, coordinated and comprehensive solution.
The new development problems are area based, requiring area-based interventions, taking into consideration the local interlinking factors which are critical to the development of the area.
