RATIONALE
Shelter is one of the basic needs of man.
But shelter has remained beyond the reach of most Filipinos.
Even the employed sector suffer from inadequate housing opportunities.
They end up in squatter areas, in
crowded rented rooms, and in ghettos which are unhealthy, uncomfortable
and dangerous. In this
environment of social decay, homes and families are almost impossible
to hold together.
The LGSP Shelter Project was conceived with the assistance of the Negros
Economic Development
Foundation which pioneered various socialized housing approaches, and
drew up the systems to deal with
the preponderous red tape of government. It has provided low cost
and reliable houses to provincial
government and private sector employees in Negros Occidental.
THE LGSP SHELTER PROGRAM
This project aims to make available more housing to more Filipinos by
facilitating their access to
existing government housing programs, by developing the capacities
of local government units to
be originators/developers of socialized housing projects.
DESIRED RESULTS ( YEAR I)
-
Twelve (12) LGUs from Western Visayas have built their capacities to conceptualize,
originate, develop, and supervise construction and implementation of helter
projects in their respective areas.

Thirty (30) LGU staff have been trained to conceptualize, implement and
manage shelter projects.

At least five (5) LGUs have identified respective sites, possible financing
source, beneficiaries and project partners for their shelter projects.

At least one LGU has started site development/house construction.
