LGSP
in Western Visayas
LGSP was implemented in Region VI in
1992. Pursuant to the Management Plan, the Regional Development Council,
where the project is lodged, appointed the members of the LGSP Regional
Management Committee (LRMC) to manage the operationalization of the Program
including the organization and staffing of the the LGSP Support Office.
The Operational Plan for Region 6 aimed
at strengthening LGUs in development Planning, fiscal management, local
legislation, services delivery management systems, and environmental management.
This broad coverage enabled many LGUs at the provincial, city, municipal,
and barangay levels to avail of LGSP assistance.
Consolidating its gains and working
towards creating an impact, LGSP during the final stage of Phase I directed
its focus on the most pressing concerns of the region, namely, environmental
degradation and the high incidence of poverty. Thus, the program assistance
is now focused on environmental management and poverty alleviation through
enterprise development and improved basic services delivery in selected
areas. The present development framework therefore is based on sustainable
integrated area development and the organizational development of the LGUs
.
At the same time, gender and
development and social dimension (GAD/SD) remains an integral part
of all capability building interventions.
REGIONAL
PROJECTS
At the regional level, projects are
designed to complement the LGU efforts in improving local systems. These
are implemented by partner institutions, the non-government organizations,
and national government agencies. These projects are usually designed to
provide the LGUs with knowledge and skills in improving local systems and
the performance of devolved functions. Some projects open ideas and challenge
local executives to explore novel approaches in governance and opportunities
for development. These are undertaken through training and consultancy,
study tours, dialogue conferences, and exchange visits.

PROJECTS
Capability building projects are identified,
proposed and implemented by the LGUs based on their needs and priority.
The provinces were initially identified as the partner implementors for
LGSP projects. In 1994, the LRMC issued a policy for direct assistance
to the municipalities. By this time, Project Management Teams composed
of personnel of the Provincial governments were organized to facilitate
technical assistance to the municipalities.
Recently, the integrated area development
(IAD) approach has been adopted and LGSP is concentrating development initiatives
in selected areas where sustainable communities are sought to be developed.
