LGSP Educational Advancement Program
The LGSP Educational Advancement Program (LEAP) is an educational program designed to provide the local governments with highly educated
career personnel in the area of local government administration.


INTRODUCTION
 
The scheme for LEAP envisions a “critical team” of three to seven career personnel per local government, with expertise in local government administration.  These personnel will assist local officials in planning, programming, policy formulation and program administration.  The Masters in Public Administration program focuses in areas of development planning, fiscal administration, policy research and development, and human resource management.   The Environmental Resource Management Program focuses in specialized areas of coastal resource management, watershed management, and environmental technology.

LEAP Institutions
 
There are three universities which are currently implementing the LEAP in Region 6. The Master in Public Administration Program is offered by the University of San Agustin (for local governments in Panay and Guimaras Island) and, the University of Negros Occidental-Recoletos (for Negros Island).  The Certificate of Environmental Resource Management is offered by the University of the Philippines in the Visayas, School of  Technology.
