William's wife Betsey Boggs was a sister of Sally Boggs who married William's nephew, Daniel A. M. Morgan.
He came to Iowa in 1849. His 120 acre farm was near Martinsburgh in Keokuk Co. He was elected to the Iowa Legislature in 1854 as a member of the Whig party and voted to move the state capitol from Iowa City to Des Moines. He served one term and refused a second nomination. He was twice elected to the board of supervisors and was justice of the peace for about 15 years in Iowa and had been a J.P. in Indiana also.
He was a member of the New School Presbyterian Church, and after it closed, he joined the M. E. Church at Mt. Zion in 1878. His obituary describes him as ``worth and respected, quiet and upright.'' His surviving daughters are named Mrs. Joseph and Mrs. Anson Skinner of Creston.
There was a land sale in Keokuk County on 9 April 1854, ``William F. Morgan and Betsy his wife of Keokuk County, Iowa in consideration of $350.00 paid by George W. Vardaman.''
