Domestic vs. International When sending your animal to a foreign country, it is important to contact the appropriate embassy or consulate to ensure that all requirements are met. Foreign countries are very strict about accepting animal shipments without proper documentation. It is the shippers' responsibility to obtain this paperwork if the country requires it. Some countries may have quarantines or other health requirements at the destination that may require advance arrangements. Keep in mind, international travel requires more kennel ventilation. The kennel must have ventilation openings on three (3) sides, in addition to the door opening. Some US airlines will no longer accept animals to the United Kingdom as checked baggage or cargo due to rigid evaluation processes applied by U.K.
August 1993 IMPORT HEALTH REQUIREMENTS OF ARGENTINA FOR DOGS AND CATS EXPORTED FROM THE UNITED STATES The animals must be accompanied by a health certificate issued and signed by a licensed veterinarian. The certificate shall contain the name and address of the owner, and complete identification of the animal (name, breed, sex and age). In addition the certificate shall show that: 1. The animal(s) were examined within 30 days prior to departure and found to be free of any infectious diseases. 2. The animal(s) were vaccinated against rabies. The vaccine must be given no greater than 12 months and no sooner than 30 days prior to departure. (The rabies vaccination certificate, which should include date of vaccination, product name and serial number, must accompany the health certificate). Other information: 1. The health certificate must be dated and signed by a licensed veterinarian. The veterinarian's license number must appear on the health certificate. 2. NOTE: Neither Federal endorsement nor Consulate endorsement is required for personal dogs or cats.
IMPORT HEALTH REQUIREMENTS OF GREAT BRITAIN FOR DOGS, CATS, OTHER MAMMALS FROM THE UNITED STATES Great Britain requires an import license for all dogs, cats, and other rabies-susceptible mammals including those taken to a place outside the British Isles and subsequently brought back to Great Britain. No dog or cat may be imported unless an import license has been granted on behalf of the Minister of Agriculture, Fisheries and Food (or the Secretary of State for Scotland if appropriate). Subject to the issue of an import license every imported dog or cat must be detained and isolated, at the owner's expense, at approved quarantine premises for 6 months from the date of its landing (or for such longer period as the Minister may direct). As soon as practicable after arrival at the quarantine premises, the animal must be vaccinated by the Veterinary superintendent with anti-rabies vaccine as specified by the Minister, and again 4 weeks later. A dog or cat may be released from quarantine at any time for immediate exporation. To obtain an import license, 1. Reserve accommodation for the animal at one of the approved quarantine premises*. It is advisable that quarantine premises should be chosen following a visit by a representative or personal references whenever possible. it is also advisable to book well in advance of the date of importation, particularly during the holiday months. If an urgent reply is required prepaid cable, telex, or airmail charges are usually required by the quarantine premises proprietor; 2. Reserve the services of one of the authorized carrying agents* (some quarantine premises are also authorized carrying agents). If an import license is granted, it will be sent to the carrying agent and he will meet the animal at the port/airport of disembarkation, clear it through Customs and be responsible for its safe custody to the quarantine premises concerned; 3. When confirmation from both quarantine premises and the carrying agent is received that booking has been accepted; application (Form ID 1*) should be completed and sent to Rabies Branch, MAFF, Hook Rise South, Surbiton, Surrey, KT6 7NF. (If the animal is to be quarantined in Scotland, send the application to the Department of Agriculture and Fisheries for Scotland, Chesser House, 500 Gorgie Road, Edinburgh. *Lists of kennels and carrying agents and license application forms can be obtained from British Information Service, 845 Third Avenue, New York, NY 10022. EHLL 3AW.) Quarantine premises may submit applications on behalf of an owner, but only applications in writing on the appropriate form (ID 1) are acceptable; 4. It is advisable to make quarantine arrangements and apply for a license, at least 8 weeks, and certainly no later than 4 weeks, before the proposed importation date. The Ministry will confirm the bookings with the quarantine premises and the carrying agent concerned and approximately 6 weeks prior to the date of importation will then: 1. Issue the license to the carrying agent; and 2. Send a "boarding document" and crate label, which will confirm the license reference (IDY No) and also act as written evidence which a shipper or airline will require before allowing the animal to be embarked. 3. Animals may be landed in Great Britain only at the following ports/airports: Ports Airports Dover Eastern Docks Birmingham Harwich Navy Yard Wharf Edinburgh Hull Gatwick Liverpool Glasgow International Hoverport Heathrow (Pegwell Bay) Ramsgate Leeds Southampton Manchester Prestwick It is an offense to try to land an animal at any other port/airport unless in an emergency situation; e.g., diversion because of bad weather. 4. Animals imported into Great Britain by air must travel as manifested freight in the freight compartment of an aircraft and NOT excess passenger baggage. In no circumstances will animals be allowed to travel in the passenger cabin section. For animals traveling by air, a label will be supplied by MAFF/DAFS and must be handed to the airline to affix to the crate containing the animal before it will be accepted for embarkation. This ensures the crate is identifiable as containing an animal subject to quarantine. APRIL 1997 QUARANTINE REQUIREMENTS FOR THE IMPORTATION OF CATS FROM APPROVED COUNTRIES IN WHICH DOG-MEDIATED RABIES IS ABSENT OR WELL-CONTROLLED 1. These conditions apply to the importation of cats from certain countries and territories recognized by the Australian Government as countries or territories in which dog-mediated rabies is absent or well controlled. A list of approved countries and territories in which dog-mediated rabies is absent or well controlled is at Appendix 1. The list is subject to change. Importers should check with the Principal Veterinary Officer (Quarantine) [PVO(Q)] at the time of applying for an import permit. 2. These conditions form part of the permit to Import. The complete current Import Permit must accompany the cat into Australia. 3. Each cat being imported must also be accompanied by Veterinary Certificate A signed by the registered veterinarian or Official Veterinarian who has performed the treatments and examinations specified in these conditions, and Veterinary Certificate B signed by an Official Veterinarian of the exporting country or territory. [An Official Veterinarian is a civil service veterinarian or a specially appointed veterinarian as authorized by the Veterinary Administration of the exporting country or territory and able to sign certificates on behalf of that Veterinary Administration. In the case of cats imported from the USA, the Veterinary Certificate B must be signed by an USDA/APHIS Veterinarian.] The Veterinary certificates A and B (as included with these conditions) must be in English and, where necessary, in a language understood by the certifying Official Veterinarian. The cat must be certified as having met the residency, disease testing, treatment and clinical health requirements specified in these conditions. The certification must also include the following information: a. age or date of birth of the cat, b. the sex, breed, color, coat type and markings, including distinguishing marks, c. identifying microchip number, type and implantation site, d. place of origin of the cat (where it has been domiciled for the past six months) e. name and address of the exporter, f. name and address of the consignee, g. means of transport. Each page of Veterinary Certificate A, the laboratory reports and vaccination certificates must be stamped with an Official Stamp of the Government of the exporting country and be endorsed by signature and date by the Official Veterinarian who completes Veterinary Certificate B. [Corrections to entries made in e certificates will only be accepted in the following circumstances: - correction fluid must not be used, and - the original entry has been struck through and remains legible and the correction is written adjacent to the original (for example, Breed: Chinchilla Burmese), and - each correction has been signed by the Official Veterinarian.] **NOTE: Veterinary Certificates A and B have been provided to each Area Office in a hard copy format. The exporter may have a copy of these which was included with their import permit. Please encourage them to use the certificates we have developed instead, as they are specific for animals from the U.S.. GENERAL CONDITIONS 4. Residency 4.1 The cat must have been continuously resident in the country orterritory of export for at least six (6) months prior to export, and must not have been in quarantine or under quarantine restriction during the thirty (30) days immediately preceding export, except that 4.2 cats imported directly from Australia into the country or territory of export may be returned to Australia with less than six (6) months residency under the following additional conditions: - the cat has resided continuously in the country or territory of export since being imported directly from Australia, and - the cat was vaccinated against rabies with an approved inactivated rabies vaccine at least one (1) month and not more than six (6) months prior to leaving Australia when the cat was at least three (3) months of age, and - the cat was identified by microchip prior to, or at the time of, rabies vaccination in Australia, and - the cat has been subjected to a serum rabies neutralizing antibody titre test no less than 60 days, and no more than 12 months prior to re-export to Australia, with satisfactory results (at least 0.5 IU/ml). Applicants seeking permission to re-import a cat/s under these conditions will be required to provide proof of the rabies vaccination, rabies neutralizing antibody titre test result and microchip identification. 5. Pregnancy Status Female cats more than six (6) weeks pregnant at the time of export and female cats suckling young are ineligible for importation. 6. Age restriction Cats under six (6) months of age at the time of export are ineligible for importation. 7. Post-entry Quarantine Period The cat imported under these conditions will be required to serve a period of quarantine in an approved animal quarantine station after arrival (see Section 18 below). SANITARY CONDITIONS 8. Rabies vaccination 8.1 Vaccination regime The cat must have been vaccinated against rabies with an approved inactivated vaccine when at least three (3) months of age according to one of the following regimes: • in the case of a primovaccination, not less than 90 days and not more than twelve (12) months prior to export; OR • if the primovaccination was given more than twelve (12) months prior to export the cat must have been given a booster vaccination within the twelve (12) months prior to export; OR • in the case of a cat being returned to Australia under the conditions at 4.2 above, the vaccination regime specified therein. The vaccination certificate/s, or copies endorsed by an Official Veterinary, for these rabies vaccinations must be attached to the Veterinary Certificates. 8.2 Rabies neutralizing antibody titre testing To ensure that the rabies vaccination/s is effective the cat must undergo a rabies neutralizing antibody titre tests with a satisfactory result (satisfactory is at least 0.5 IU/ml.). The animal’s identifying microchip number must be used to identify the samples and must appear on the laboratory reports. The rabies test must be performed not less than 60 days and not more than twelve (12) months prior to the date of export. The laboratory report from this test must be endorsed by the Official Veterinarian and sent with the application for an Import Permit. An Import Permit which includes these conditions will not be issued if the laboratory report is not satisfactory. 8.3 Identification for vaccination/sampling The cat must be identifiable by a microchip implanted at or before the time of sampling for the rabies neutralizing antibody titre test performed to ensure the cat is eligible for importation. In the case of a cat being returned to Australia with less than six months residency in the country of export, the microchip must have been implanted prior to, or at the time of, rabies vaccination in Australia. 9. Other vaccinations The cat must have been vaccinated against feline enteritis, feline rhinotracheitis and feline calicivirus at least fourteen (14) days and not more than twelve (12) months prior to export. The vaccination certificate/s, or copies endorsed by an Official Veterinarian, for these vaccinations must be attached to the Veterinary Certificates. 10. Internal parasites Within fourteen (140 days prior to export the cat must be treated with approved anthelmintics effective against nematodes and cestodes. The active ingredient/s and dose rate must be recorded on Veterinary Certificate A. 11. External parasites Within 96 hours prior to export the cat must be treated with approved parasiticides effective against ticks. The active ingredient/s and concentration must be recorded on Veterinary Certificate A. 12. Pre-export inspection Within 48 hours prior to export the cat must be examined by a registered veterinarian or an Official Veterinarian and found to be free from clinical signs of infectious or contagious disease and external parasites, and to be fit to travel. 13. Laboratory testing All immunological tests are to be carried out by an official diagnostic laboratories approved by the competent authority of the exporting country. An approved laboratory need not be situated in the country of export. TRANSPORT 14. If being consigned by air the cat must be consigned to Australia in a container of no lesser standard than that required by CONTAINER REQUIREMENT 1 of the International Air Transport Association (IATA) Live Animals Regulations. This specifies, among other things, that the container must: • be strong enough to prevent the animal escaping; • have one end open and covered with bars, weld mesh, or smooth expanded metal securely attached, to provide the main ventilation opening; • have ventilation openings on all sides totalling a minimum of 16% of the surface area of the four sides; • only have ventilation openings of such size that it is impossible for the animal to protrude its nose or paws outside the container;l • be large enough to permit the animal to stand in a natural position, turn around and lie down; and • contain a drinking bowl to which water can be added without opening the container. In addition the container must be sealed with an official seal/s prior to departure from the country of territory of export and the number/s on the seal/s recorded on Veterinary Certificate B. The construction of the container and the placement of the seal/s must be such that the container cannot be readily opened without breaking the seal/s. 15. If being consigned by sea, the Master of the vessel and the Port Authority must certify that the cat was confined on board and had no contact with other animals at each port of call. 16. During transport to Australia the cat must not be trans-shipped (change of aircraft or vessel) other than in a rabies free country or territory or in a country or territory to which these conditions apply. Trans-shipment will require the approval of the relevant authority in the country of trans-shipment as well as the prior approval of the PVO(Q). If the container is opened during transit or trans-shipment it should be resealed and a certificate should be provided by an Official Veterinarian, Port Authority or the Captain of the aircraft detailing the circumstances. Instructions to this effect should be attached to the outside of the container before departure from the port of export. No animal other than animals being exported to Australia or New Zealand may be carried on the same aircraft or vessel. POST ARRIVAL QUARANTINE 17. On arrival in Australia the cat will be transported direct to the approved quarantine station. If the container is unsealed, or if the seal is broken, or if the accompanying documentation is unsatisfactory, or if any of these requirements have not been met, the cat may, at the discretion of the PVO(Q) and at the importer’;s expense, be exported, or destroyed, or treated, or required to remain in quarantine until any exotic disease concerns are resolved. 18. Each cat imported under these conditions will be required to serve a period of quarantine in an approved animal quarantine station after arrival. Cats validly returning to Australia with less than six months residency in the country of export must serve at least thirty (30) days quarantine. In the case of other eligible cats the length of quarantine period depends on the timing of the rabies neutralizing antibody titer test (showing an antibody level of at least 0.5 IU.ml). No cat shall serve less than 30 days in quarantine irrespective of the date of its rabies vaccinations and tests. Otherwise, the minimum quarantine period is such that no cat will be released from quarantine until at least 180 days following the certified date of collection of the blood sample for the rabies neutralization test that was used to obtain the import permit attached to these conditions. For example: Collection of samples for rabies neutralizing antibody titer test minimum quarantine period 150 days prior to arrival in Australia. . . . . . . . . . . . . . . . . 30 days 135 days prior to arrival in Australia . . . . . . . . . . . . . . . . 45 days 120 days prior to arrival in Australia. . . . . . . . . . . . . . . . . 60 days 90 days prior to arrival in Australia. . . . . . . . . . . . . . . . . 90 days19. During quarantine the cat may be subjected to any additional
testing or treatment, as specified by AQIS, at the importer's expense.
JUNE 1991 The following requirements are those listed in the ASPCA booklet entitled "Traveling With Your Pet": For cats and dogs, a health certificate in Dutch, English, French, or German, legalized by the veterinary service in the country of origin, must provide a complete description of the animal (genus, age, breed, color, hairing, and marks), the name of the owner, and the address of the destination. Belgium also requires: (1) That a complete vaccination against rabies be applied with a vaccine controlled and approved by the state in the country of preparation, such as an inactivated nerve tissue vaccine; the live vaccine of the type Flury "High Egg Passage" (HEP); the live vaccine of the type Flury "Low Egg Passage" (LEP); or a tissue grown vaccine on a basis of the Era-tribe. (2) That vaccination be applied between 30 days and six months before the date of dispatch to a dog or cat vaccinated after having reached the age of three months. If a dog was vaccinated with the inactivated nerve tissue or the HEP vaccine after have reached the age of three months, he should be vaccinated again between 30 days and one year before departure. A dog or a cat vaccinated with the LEP or the Era-tribe vaccine after having reached the age of three months should be vaccinated again between 30 days and two years before departure. Importation from African countries is subject to a request from the Belgian Ministry of Agriculture. When any requirement has not been observed, the animal will be vaccinated on arrival. There are no import restrictions for transportation of animals within the territory of BENELUX (Belgium, Netherlands, Luxembourg). When importing from the United Kingdom, a vaccination against rabies is not required. But a health certificate attesting that the animal has no symptoms of rabies and is in good health must be obtained not more than eight days before arrival. December 1996 IMPORT HEALTH REQUIREMENTS OF BRAZIL FOR DOGS AND CATS EXPORTED FROM THE UNITED STATES Pet Dogs and Cats: 1. The animals must be accompanied by a health certificate issued by a licensed veterinarian. Health certificates must be issued within 3 months prior to arrival. 2. The animals must be currently inoculated against rabies -- a rabies vaccination certificate should accompany the animal. 3. The health certificate must be endorsed by Veterinary Services (APHIS/VS) and legalized at a Brazilian Consulate for a fee. If the documents are submitted by mail, a self-addressed stamped envelope must accompany the certificates. 4. There is no quarantine period on arrival in Brazil. June 1986 IMPORT HEALTH REQUIREMENTS OF CANADA FOR DOGS AND CATS FROM THE UNITED STATES Dogs and cats must be accompanied by a rabies vaccination certificate issued by a licensed veterinarian clearly identifying the animal and showing that the animal was vaccinated against rabies during the 3 years immediately preceding importation into Canada. The above requirement does not apply to a seeing-eye dog, a puppy, or a kitten that is apparently under 3 months of age. OTHER INFORMATION The date of the vaccination and the type of the vaccine used must be identified on the rabies vaccination certificate. OCTOBER 1992 IMPORT HEALTH REQUIREMENTS OF CHILE FOR DOGS AND CATS EXPORTED FROM THE UNITED STATES The animals must be accompanied by a health certificate issued and signed by a licensed veterinarian. The certificate shall contain the name and address of the owner, and complete identification of the animal (name, breed, sex and age). Additional information shall include: Certification Statements: 1. The animal(s) were examined within 15 days prior to departure and found to be free of any infectious diseases. 2. The animal(s) were vaccinated against rabies. The vaccine must be given no greater than 12 months and no sooner than 30 days prior to departure. (The rabies vaccination certificate, which should include date of vaccination, product name and serial number, must accompany the health certificate). 3. The animal(s) were treated against endo- and ecto-parasites. Other information: 1. The health certificate must be dated and signed by a licensed veterinarian. The veterinarian's license number must appear on the health certificate. 2. Upon arrival in Chile, the animals may be required to be under official observation for a period of at least 30 days. 3. NOTE: Neither Federal endorsement nor Consulate endorsement is required for personal dogs or cats. SEPTEMBER 1994 IMPORT HEALTH REQUIREMENTS OF COLOMBIA FOR DOGS AND CATS EXPORTED FROM THE UNITED STATES The dogs or cats must be accompanied by a health certificate issued by a licensed veterinarian, and endorsed by a Veterinary Services (VS) veterinarian. Additional information shall include: CERTIFICATION STATEMENTS 1. The dog/cat was examined and found to be healthy and free of any clinical signs of infectious disease. Note: In general this examination should be conducted within 2 weeks of the departure date. 2. The animals were vaccinated against distemper, hepatitis, leptospirosis, and parvovirus. VACCINATION REQUIREMENTS 1. See Certification Statement No. 2. 2. Animals over 4 months old must be vaccinated against rabies. OTHER INFORMATION 1. It is recommended that a State or Federal (VS Form 18-1), U.S. Interstate and International Certificate for Small Animals be used. 2. The accompanying health certificate should be made out at least in duplicate. 3. The health certificate does NOT need to be signed by a Notary Public, nor does it need to be stamped by the Colombian Consular office. 4. Animals exported in commercial lot numbers must be accompanied by an import permit. Personal pet dogs or cats do not need an Import permit. 5. The rabies vaccination certificate should accompany the health documents. August 1994 IMPORT HEALTH REQUIREMENTS OF THE DOMINICAN REPUBLIC FOR DOGS AND CATS EXPORTED FROM THE UNITED STATES The following conditions are requirements for personal pets: The animals must be accompanied by a health certificate issued and signed by a licensed veterinarian. The certificate shall contain the name and address of the owner, and complete identification of the animal (name, breed, sex, and age). Additional information shall include: 1. The animal(s) were examined within 30 days prior to departure and found to be free of any infectious diseases. 2. The animal(s) were vaccinated against rabies. The vaccine must be given no greater than 12 months and no sooner than 30 days prior to departure. (The rabies vaccination certificate, which should include date of vaccination, product name and serial number, must accompany the health certificate). OTHER INFORMATION Neither Federal endorsement nor Consulate endorsement is required for personal dogs or cats; however, Federal endorsement can be done, particularly when U.S. airlines request it from the owners. July 1989 HEALTH REQUIREMENTS OF THE REPUBLIC OF IRELAND FOR THE IMPORTATION OF DOGS AND CATS The importation of dogs and cats into the State from places abroad (other than Great Britain, the Channel Islands, and the Isle of Man) is prohibited except under license granted by the Department of Agriculture. The animal must be consigned by air as manifested freight for entry at one of the approved ports of entry viz. Dublin, Cork, or Shannon Airports. Animals landed at Cork or Shannon must be transhipped by air to Dublin. The licence must accompany the animal in transit and be presented to the proper officer of Customs and Excise at the airport of landing. If the license is not available the landing of the animal will not be permitted and accordingly dogs or cats from abroad should not be sent to this country until the necessary import licence has been obtained. Any dog or cat imported under license must undergo at least 6 months detention and isolation at an approved quarantine premises after landing and during that test period is subjected to two anti-rabies vaccinations. No exceptions to these rules are permitted. An outbreak or suspected outbreak of serious animal disease in the quarantine premises may necessitate the prolongation of the quarantine period. When landed the animal must be conveyed in a nose and paw proof container direct to the approved quarantine premises by the approved carriers, viz:- Coras Iompair Eireann, Road Freight Section North Wall, Dublin 1. Phone: Dublin 01(746891) The approved quarantine premises is:-Lissenhall Quarantine Kennels and Cattery, Lissenhall, Swords, Co Dublin. Phone: Dublin 01(401776) Application for an import licence should be made on the enclosed Form A and should be accompanied by a completed Form B {Declaration by Owner and Health Certificate). Before making application, the owner of the animal should ensure that accommodation at the quarantine premises is available and that the carrying agents will arrange for the transport of the animal from Dublin Airport to the quarantine premises. The licence cannot be granted until an assurance in writing is received in this Department from both the Veterinary Surgeon in charge of the quarantine premises and Coras Iompair Erreann that the necessary arrangements have been made. When the license is granted, the owner of the animal should notify Coras Iompair Eireann of the time of arrival of the animal at Dublin Airport. He should also supply the veterinary surgeon at the quarantine premises with an address at which communications about the animal will be received while it is undergoing detention. The quarantine and vaccination fees are matters for settlement between the owner of the animal and the veterinary surgeon in charge of the premises. The Department will not be responsible for any expenses incurred in connection with the landing, transport, or detention of the animal or for any injury to or illness which may befall the animal. The animals have been vaccinated against distemper on ______________ (date) with ________________________ (product). 2. The animals have been examined and are free of internal parasites. 3. The animals were vaccinated for rabies between 30 days and 12 months prior to arrival. OTHER INFORMATION 1. The health certificate should include the names, title, and address of the issuing veterinarian; the date issued; and complete identification of the animals. 2. An import permit is not required. 3. The animals will not be subject to a 4 month quarantine. 4. The health certificate should be written in Finnish, Swedish, English, or German. AMBASSADE DE FRANCE AUX ETATS-UNIS SERVICE DE L'EXPANSION ECONOMIQUE SEPTEMBER 1994 ENTRY OF FAMILY PETS INTO FRANCE 1. DOGS AND CATS Travelers may bring their dogs and cats from the United States of America (into France) under the following conditions (1): - Each family is limited to 3 animals, only one of which can be a puppy or a kitten (under 6 month of age); - Dogs and cats are admitted upon presentation, at the port of entry in France, of a rabies vaccination certificate, signed by a licensed veterinarian (2) and valid in the United States; - if the animal has never undergone a rabies vaccination or if the last date for the rabies booster shot has been passed beyond, it is mandatory to vaccinate or re vaccinate the animal not less than 30 days before departure. The animals must have been in the owner's possession for at least 90 days before arrival in Israel. A health certificate, issued by an accredited veterinarian, is required. The certificate must also be endorsed by USDA-APHIS-Veterinary Services. The certificate should include: 1. A certification statement that the animals were examined and found healthy and free from infectious and contagious diseases. 2. Date of rabies vaccination and product used. The cat(s) shall on arrival be examined by the Veterinary Officer concerned (Statens karanteneveterinaer i Oslo). The importer must, well in advance, inform the Veterinary Officer of the time and place of arrival of the cat(s) (tlf. 2 30 05 06). If any of the requirements stated above are not complied with, the cat(s) will be refused to enter the country. 5. The cat(s) has to be quarantined for 4 months at the State Animal Quarantine Station. If contagious disease is diagnosed or suspected in that animal, the Veterinary Authorities may take measures to combat the disease, which may include destruction of the animal without compensation to the owner. 6. For the first 2 - two - months after termination of the quarantine, the cat(s) shall not in any way be allowed contact with other animals. If it shows any signs of disease during this period, a veterinary surgeon must be called upon without delay. In addition, the cat(s) must not be allowed: a. onto a road or into any public area without being kept on a leash, b. to be sold or given away, c. to be kept in kennels. 7. The cat(s) must be older than 6 months and not pregnant. The importer shall defray all expenses connected with the importation. The import permit is valid until the date stated in the permit, and may at any time be revoked if the Veterinary Authorities consider this necessary. IMPORT HEALTH STANDARD Pursuant to section 22 of the Biosecurity Act 1993, this is the import health standard for the importation of dogs and cats into New Zealand from specified countries and territories recognized as countries or territories in which canine rabies is absent or well-controlled. 2. IMPORT HEALTH PERMIT 2.1 An import health permit must be obtained before importation. Applications should be made to: Chief Veterinary Office, Ministry of Agriculture PO Box 2526 Wellington. 2.2 The importer must supply the following information: 2.2.1 name and address of exporter; 2.2.2 breed, sex, age and microchip transponder/tattoo identification of the animal; 2.2.3 a laboratory result form, from a laboratory approved by the government veterinary authorities of the exporting country, which indicates that the animal to be imported was subjected to a neutralizing antibody titration test for rabies conducted at an official laboratory in accordance with one of the methods described in the OIE Manual of Standards for diagnostic tests and vaccines, and found to have at least 0.5 IU/ml or antibody in its serum. The laboratory result form must clearly identify the animal to be imported, using the microchip transponder/tattoo identification number of the animal; 2.2.4 a letter from the animal’s veterinarian stating the date blood was taken from the animal for the laboratory testing detailed in 2.2.3 above; 2.2.5 the name of the dog and cat quarantine facility in New Zealand, registered under MAFRA Standard 154.02.09 Dog and Cat Quarantine Facilities, where the animal will be quarantined; 2.2.6 a letter from the operator of the above facility confirming availability of space for the animal(s) at the time of importation, which shall be not less than six months after the date of the blood sampling noted in the veterinarians letter in 2.2.4 above. 2.3 Following receipt of the required information, a single entry import health permit shall be issued and will be valid for the one month period starting from the date of availability of quarantine noted by the registered quarantine operators, provided that this date is not less than 6 months after the date of the blood sampling noted in the veterinarians letter in 2.2.4 above. 3. REVIEW OF IMPORT HEALTH STANDARD The import health standard may be reviewed and amended when there is a change in policy, or as directed by the Chief Veterinary Officer. 4. DOCUMENTATION The import health permit and all the required documentation must accompany the animals to New Zealand. The required documentation is detailed below: 4.1 Zoo-Sanitary Certificate; 4.2 Veterinary Certificate A; 4.3 Veterinary Certificate B; **NOTE: These certificates are included in these requirements. NZ MAF may also have attached copies to the import permit issued to the client. 5. EQUIVALENCE The import health standard has been agreed as being suitable for trade between the exporting and importing countries. It is expected that the animal/s will meet the conditions in every respect. Occasionally it is found that, due to circumstances beyond the importer’s control, the animal/s or products do not comply completely with the requirements. In such cases an application for equivalence will be considered and issued at the discretion of the New Zealand Ministry of Agriculture, but only if the following information is forwarded by the certifying government’s veterinary authorities: 5.1 which clause/s of the import health standard cannot be met and how this has occurred; 5.2 the reason the animal/s are considered to be of an ?equivalent health status” and/or what proposal is made to return the animal/s to an equivalent health status as set-out in the health conditions; 5.3 the reasons why it is believed that this proposal should be acceptable to the New Zealand Ministry of Agriculture and the recommendation for its acceptance. 6. IMPORTER RESPONSIBILITIES 6.1 All costs of selection, testing, treatment, transport, quarantine servicing and veterinary supervision must be borne by the importer or agent as appropriate. 6.2 The importer or agent must make all arrangements for transport and obtain necessary transit authorities from any third countries on the transport route. 7. ELIGIBILITY FOR IMPORTATION 7.1 The specified countries and territories recognized as countries or territories in which canine rabies is absent or well controlled and, as such, for which this import health standard is applicable are as follows: Antigua and Barbuda, Austria, Bahamas, Belgium, Bermuda, British VirginIslands, Brunei, Canada, Chile, Cyprus, Denmark, Falkland Islands, Finland, France, Germany, Greece, Greenland, Guam, Hong Kong, Iceland, Israel, Italy, Jamaica, Kuwait, Lebanon, Luxembourg, Macau, Malta, Peninsular Malaysia (excluding the designated rabies control area), Mauritius, The Netherlands, Netherland Antilles and Aruba, Portugal, Reunion, Sabah, Sarawak, Seychelles, Spain, St. Kitts and Nevis, St. Lucia, St. Vincent Grenadine, Switzerland, Trinidad and Tobago, Taiwan, United Arab Emirates, United States of America, Uruguay, Wallis and Futuna. 7.2 The animals must have been resident in the exporting country for 6 months prior to export, and the animals must not have been resident in official quarantine premises in the 60 days immediately prior to export. 7.3 Animals must not be more than 42 days pregnant at the date of shipment. 7.4 Animals must be more than 9 months old at departure. 7.5 The animal will not become eligible for importation into New Zealand until at least 6 months after the date of blood sampling for laboratory testing for serum neutralizing antibodies to rabies which has demonstrated a titer of at least 0.5 IU/ml, as detailed in a letter from the animal’s veterinarian. 7.6 Animals imported directly from new Zealand into the country or territory of export may be re-exported to New Zealand with less than 6 months residency under the following additional conditions: 7.6.1 the animal has resided continuously in the country or territory of export since being imported directly from New Zealand. 7.6.2 the animal was vaccinated against rabies with an approved inactivated vaccine at least 1 month and not more than 6 months prior to leaving New Zealand when the dog was at least 3 months of age; 7.6.3 the animal was identified by microchip prior to, or at the time of, rabies vaccination in New Zealand; 7.6.4 the dog was subjected to a serum rabies neutralizing antibody titer test prior to leaving New Zealand, with satisfactory results (at least 0.5 IU/ml). Import health permits issued under the above conditions will require proof to be provided that these requirements have been fulfilled. In this case a letter of equivalence may be issued exempting the animal from the requirements of Veterinary Certificate A sections 1, 4, 5, and 6 in the exporting country. 8. IDENTIFICATION Each animal must be identified with a microchip or permanent tattoo and the identification details must be shown on the accompanying certification. It is recommended that microchip brands adopted by the International Standards Organization (ISO) are used. The importer shall ensure that a reader is made available to identify animals arriving in New Zealand quarantine. 9. HEALTH CERTIFICATION 9.1 The required health tests and treatments are stated in VeterinaryCertificate A. 9.2 All serological tests must be conducted at a Government, or Government approved laboratory. 9.3 If the Veterinary Authority in the country of origin can show to the satisfaction of the New Zealand Chief Veterinary Officer that a disease which has a testing requirements (e.g. canine heartworm) does not occur in that country, then the Chief Veterinary Officer, NZ MAF, may consider the negotiation of an individual country import health standard taking into account the country specific health factors in the exporting country. 9.4 Recommendations for New Zealand dog owners importing a dog from countries where canine heartworm is endemic: 9.4.1 the dog should be tested by a veterinarian for heartworm 7 months after importation using the microfilariae concentration test, and an antigen test. 9.4.2 New Zealanders who take their dogs to countries where canine heartworm is endemic should ensure that the dogs are given monthly prophylactic treatment with avermectin drugs effective against the fourth stage larvae of Dirofilaria immitis which causes canine heartworm. 10. TRANSPORT TO NEW ZEALAND 10.1 If transported by air, the animal must be carried in an approved container which meets the IATA standards i.e. it is so constructed so that: - it is strong enough to prevent the animal escaping, - the whole of one end open and covered with bars, weld mesh, or smooth expanded metal securely attached, to provide the main ventilation opening, - have ventilation openings on all sides totalling a minimum of 16% of the surface area of the four sides, - be nose and paw proof, i.e. only have ventilation openings of such size that it is impossible for the animal to protrude its nose or paws outside the container, - be large enough to permit the animal to stand in a natural position, turn around and lie down, - contain a fixed drinking bowl to which water can be provided without opening the container. 10.2 If consigned by sea (N.B. does not include transport on private yachts), the Master of the vessel must certify that the imported animal was confined on board and has had no contact with animals not of a tested equivalent health status at each port of call. Consignment by sea requires prior approval of the transport method and route by the Chief Veterinary Officer, NZ MAF. 10.3 No animals other than those qualified for entry into Australia or New Zealand are permitted to be carried on the aircraft or vessel. 10.4 The use of straw or hay as bedding is not permitted. Only sterilized peat, soft board or other inert approved product may be used. 10.5 The door of the transport container must be sealed with a government approved seal before the container is loaded into the aircraft or vessel in the country of origin. The number or mark on the seal is to be recorded in Veterinary Certificate B. The construction of the container and the placement of the seal must be such that the container cannot be readily opened without breaking the seal. If the container is opened during shipment it shall be re-sealed and a certificate detailing the circumstances provided by an Official Veterinarian, Port Authority or Captain of the aircraft. Instructions to this effect should be attached to the outside of the transport container. 10.6 The container must not be transhipped (change of aircraft or vessel) other than in a rabies free country or territory or in a country or territory listed in 7.1 above. Trans-shipment will require the specific authorization of the government veterinary authority of the country in which transhipment occurs. 10.7 The New Zealand Quarantine Service of the region in which the port of arrival is situated must be notified at least 72 hours before the expected time of arrival of any animal, giving the flight number/ship number and arrival time. 11. BIOSECURITY DIRECTION 11.1 On arrival in New Zealand a Quarantine Service Inspector shall, having verified that all the required documentation is present and completed correctly, issue a biosecurity direction which authorizes the movement of the imported dog or cat to the registered dog and cat quarantine facility named on the import health permit. 11.2 The veterinarian supervising the quarantine facility shall be notified by the Quarantine Service when the animal arrives in New Zealand. 11.3 The animal will be transported directly, by the quarantine operator or agent, using a transport method approved by the supervising veterinary officer of the quarantine facility, to the registered dog and cat quarantine facility named on the permit. 12. QUARANTINE IN NEW ZEALAND 12.1 Animals shall be held for a minimum period of 30 days in a quarantine facility registered to MAFRA Standard 154.02.09 Dog and Cat Quarantine Facilities and supervised according to MAFRA 154.02.09.01 Supervision of Dog and Cat Quarantine Facilities. 12.2 If the container is unsealed, the seal is broken, or if the accompanying documentation is unsatisfactory, the animal may, at the discretion of the Chief Veterinary Officer and at the expense of the importer, be exported, destroyed, or required to remain in quarantine for up to 180 days. 12.3 During quarantine the animal may be retested by a neutralizing antibody titration test for rabies antibody. If there is insufficient rabies antibody in the animal’s serum (the WHOrecommended level of 0.5 IU shall apply as a guideline), the animal may be re-vaccinated and/or re-tested, exported, destroyed or required to remain in quarantine for 180 days. 12.4 During quarantine, each imported dog may be tested for heartworm due to Dirofilaria immitis, leptospirosis due to Leptospira interrogans var canicola, canine brucellosis (Brucella canis) and canine tropical pancytopenia (Ehrlichia canis). If the animal is positive to any of these tests it may be treated and re-tested. If the dog is subsequently considered to be infected it may be further treated, or exported, destroyed or detained in quarantine. 12.5 Within the first days of entering quarantine, each imported dog and cat must be efficaciously treated for ecto and endoparasites, including tapeworm using praziquantel. 12.6 The Chief Veterinary Officer, NZ MAF, reserves the right to review the quarantine period or conditions to be completed by any animal. 13. QUARANTINE CLEARANCE The animal will be eligible for quarantine clearance after 30 days. Import License. An import license issued by the Primary Production Department, Singapore is required for each dog or cat. This license may be obtained by submitting the completed application form (Form AHS/39) to the City Veterinary Centre (CVC) at least two (2) weeks prior to importation. Issuance of a license is subject to availability of quarantine space for dogs/cats from countries other than UK, Ireland, Australia or New Zealand. 2. Veterinary Health Certificate. Every dog or cat imported into Singapore must be accompanied by a veterinary health certificate issued by a registered veterinarian of the country of export certifying that the "the animal was examined within the week of export and found healthy and free from any signs of infectious or contagious disease." 3. Import Procedure. The owner or his agent must notify the Changi Animal & Plant Quarantine Unit (CAPQ) of the confirmed date and time of arrival of the animal at least one (1) working day before arrival. After completion of the documentary formalities with the airline's agent, the dog/cat shall be examined and released, or quarantined. 4. Dog/cat from other countries. On arrival the dog or cat shall be examined and taken to the Jurong Animal Quarantine Station (JAQS) where it shall be vaccinated against rabies by the quarantine officer and thereafter quarantined for not less than thirty (30) days. The quarantine period will be longer for puppies and kittens under 4 months of age. Fee for rabies vaccination is $11.00 per animal, transport charge is $45.00 per cat, $60.00 per dog, and quarantine is $6.00 per cat/day and $7.00 per dog/day including feed. 5. Visit During Quarantine. The JAQS is about 50 km from the Changi Airport and 30 km from the city. Owners with prior approval from the Officer-in Charge may visit their pets between 2:00 p.m. and 4:00 p.m. from Mondays to Fridays and between 10:00 a.m. and 12:00 noon on Saturdays, except public holidays. 6. Shipping Procedure. When preparing animals for shipment, care should be taken to ensure that the animals are held comfortably in the suitable escape-proof containers or cages. Specifications of the containers should at least conform to IATA standard or of similar acceptable standard which will not cause any injury or unnecessary suffering to the animals during transportation. The animals should be shipped as manifest cargo. 7. Dog License. All dogs above 3 months of age in Singapore must be licensed. The license fee is $10.00 for a male dog or sterilized female dog and $50.00 for a female dog. If your female dog has been sterilized you must produce a sterilization certificate issued by your veterinarian with full description of the dog otherwise the higher fee will be applied. Only one approved breed dog is allowed in HDB dwelling units, no dogs allowed in other HDB premises and not more than 3 dogs in other premises. 8. All fees (and regulations) are subject to change.
