Tamar E. Goff was born between 1832 and 1835 at Lewis County, Virginia. She was the daughter of Strother Gail Goff and Nancy Virginia Riddle. She married Phillip James Frederick on 9 December 1860 at Ritchie County, Virginia; Phillip James Frederick and Tamar E. Goff are cousins. She died after 1883.
