The First Capitanes and Presidentes
of Irosin
1887-1897
53 Don
Ramon Galindes, it was thus,
in
eighty-seven and eight, he was the Capitan;
he was
feared by everyone,
for he was
careful of his duties.
54
After him came Cleto Galarosa,
eighty-nine,
ninety, was his term;
he had no
enemies for he plainly delivered,
the
administration of his town.
55 Don
Rosendo Gabionza, he then followed,
ninety-one
and ninety-two,he was the Capitan;
a cavalier
who was respected,
for his
encyclopedic knowledge.
56 For he
managed the scales well,
benignant
to those who would not err;
and when
someone would commit evil,
in
justices name, he was cruel.
57 After
him, Don Sabas Camara,
ninety-three,
ninety-four, he thus reigned;
those
Chinese people, they found him hard,
for
anti-stranger was his character.
58 This Capitan
did not finish his term,
after only
a year, his term ended;
for there
was a fault and he was reported,
by one
wealthy Chinese named Que Pangco.
59 He was
removed from the seat of Capitan,
and they
place an accidental one;
Agustin
Arellano who was the Vice-Capitan,
was the one
who finished his term.
60 - When it was finished, the next man,
who became
fortunate was Luciano Gabito;
ninety-five,
ninety-six, till ninety-eight,
until the
advent of the revolution.
The Period of Revolution and
Commonwealth
61 The
terms of Capitanes ended,
because of
the outbreak of the war;
Filipinos
against Spaniards, and then came,
the
Americans, then there came calmness.
62 Then
came the year nineteen-hundred,
and the
governments were reformed;
the Presidente-Vice
would now govern,
with the Concejales
of each municipality.
63
Everything that would be done,
all would pass through a session;
at once
they would pass a resolution,
or
ordinance to be enacted.
The Governadorcillos, Alcaldes and
Presidentes
During the Commonwealth Period:
1901-1945
64 First
Presidente was Don Pedro Fruto,
first Capitan
of this municipality;
he served
for only a year,
and then
came nine-hundred and one.
65
Nine-hundred-one and nine hundred-two,
Presidente
Municipal was
Ciriaco Galeza;
his wish
was different for there was a reform,
Democrata was what he professed.
66 Then
Feliciano Ejercito succeeded,
nine-hundred-three
and nine-hundred-four, he administered;
general
elections, there were yet none,
principal
progenies were voted into office.
67 When
the term of this Presidente ended,
Anastacio
Rentoria then became fortunate;
nine-hundred-five,
nine-hundred-six, he served,
with no
abuses in his office.
68 And
next was Ruperto Ubalde,
he was
voted as Presidente;
something
wrong occurred during his term,
for there
was cholera during this year.
69 For
the following, there were elections,
they were
voted by the electors;
he with the
most number of votes would win,
and there
would be a Deputy and a Governador.
70 The Governador
had a third Vocal,
Presidente-Concejales when in municpal level;
when he who
triumphs,
would be
one with authority and a respectable man.
71 When
it was now claim, with no more cholera,
came now
Rosendo Gabionza;
there was
peace in the whole town,
for he
managed autonomy so well.
72 Then
followed, Victorio Gratela,
Justino
Bonofe,succeeding him;
and
Zacarias Conspecto,
then
Feliciano Fruto, to serve the town.
73
Nicasio Navarro, he was next,
as Presidente
of this town;
whose
services were without abuses,
and
satisfied the whole town.
74 All of
them that I mentioned,
knew only Nacionalista
Party;
for a
lasting support from the people,
they would
all cling to Rosendo Gabionza.
75 This
power was inexpropriative,
for several
years, it was unbeatable;
point it
with a finger and it would be so,
unopposed,
it would win.
76 But
there is a natural law,
power, in
whatever form, would not last;
however, it
will come to waste,
decadence,
its destiny it is.
77 Then
came the birth,
Tercerista
Party, its nemesis;
after a few
years, its name was changed,
it became Democrata,
and it is still.
78 Thus
was power in the town of Irosin,
for it
would tilt the balance;
nineteen-twenty-one
and what was in power,
band of Democrata,
and their joy was unequaled.
79 During
this year, year twenty-one,
Eugenio
Sayson, he triumphed;
very
unfortunate indeed was this man,
for he
murdered another man.
80
Cipriano Franes, was the man he killed,
and
Sebastian Franes, his brother;
he suffered
a wound in the arm, not a mortal one,
he escaped
and is still alive.
81 The
cause being one carousal,
for they
were celebrating the victory;
with his
revolver he tried,
if he could
vanish several lives.
82 The Vice-Presidente,
he now had the hand,
he was no
other than Juan Frivaldo;
and he
triumphed in the re-election,
for his
efficiency in governance.
83 During
this his term,
year
thirty-three, there was a malady;
the river
widened, akin to a deluge,
several
people perished, the few others were saved.
84
Parenthetically, I shall bring you back,
for before
this, Martin Aviles;
year
twenty-eight, he succeeded,
in winning
the genera election.
85 The
night of Noche Buena, at around eight,
the rains
were torrential and continuous;
everyone
was now at rest,
yet the Presidente,
this Juan Frivaldo.
86 He was
running and shouting,
Awake ye,
to evacuate;
never
minding the torrential rains,
just so the
people of the town would escape.
87 There
were houses buoyed up by the floods,
still with
lights and with people inside;
some were
saved,others perished,
the cause
was, they drowned.
88 It was
election again in thirty-four,
and until
forty, it was thus, too;
Felipe
Santiago, he emerged the winner,
for eight
years he efficiently governed.
89
Nineteen-forty, last elction,
then came
the Japanese soldiers;
Victoriano
Gamis became the chief,
In trying
to escape, along with his subjects.
The Parish Priest of Irosin:
1876-1952
90 In
this that will follow, let me take,
your
reading to other direction;
priest from
ages past,
I will thus
recite completely.
91 First
Pastor, Mariano Miranda,
Feliciano
Lazaro was the second;
good in
counseling the students,
and
peaceful were the townspeople.
92 Father
Casiano was the third,
De Vera, he
was called, for that was his surname;
he
succeeded Father Lazaro,
when the
latter was assigned elsewhere.
93 Fourth
in rank was Jose Clutario,
a kind and
careful priest;
a preacher
and a zealous one,
in his
exegesis of the Holy Gospel.
94 Father
Antonio Josue, fifth in number,
and he was
without enemies;
a priest
who loves peace,
preaching
only humility.
95 Sixth
priest, no other than,
Reverend
Father Esteban Rivera;
and since
he was an unequaled preacher,
he was
famous even in Naga.
96
Seventh, in this town of hope,
Camilo
Ubalde, a loving pastor;
pure and
holy were his ways,
qualities
of a wise man.
97 Eight
in number, one who stayed for long,
Father
Pascual Gacosta, a Bulusanon;
since he
was caught during the Revolution,
he was
jailed in Manila for several years.
98 The
ninth was a holy priest,
pride of
the town when he was assigned here;
ultimately
he was promoted,
he became
bishop of the Diocese of Naga.
99 The
concerned one was Msgr. Reyes,
and great
was his labor done;
every good
counsel that he would offer,
for
goodness sake, he would readily give.
100
Father Balbino Vitero, tenth in number,
he did stay
for long, yet he was good;
the people
of the town concured with him,
for he was
good in management.
101
Eleventh was again a Monsignor,
Antonio
Bayona was his name;
Domestic-Prelate,
as it was said,
and great
was his power.
102
Twelfth, what I can say,
in the name
of the people, his memory will stay;
joy of the
town, it is the truth,
because of
his humility and great merits.
103 He
cooperated with the town,
for
goodness sake, he was obedient;
a respected
sacerdos,
to
everyone, he was prudent.
104
Anointed by God is a man like him,
he was no
other than Eleno Prieto;
in
humility,he was a model,
even a
small child was his friend.
105
Thirteenth priest whos no longer here,
for ages
now, he remains unequaled;
he couldnt
emphatize with any character,
he alone
was without sin.
106 Even
as he resided in Irosin,
he would
malign the town, we didnt know why;
he had no
friend, not one,
and his
language was filled with hatred.
107 He
knew no gentleness to his subjects,
if his head
was well, he would talk with them;
after a few
minutes, he would leave,
and he
would send them away,pointing to the stairs.
108 This
was the misery of the town of Irosin,
she was
given a priest like him;
who loved
empty and senseless talks,
and whose
love of mammon was unrivaled.
109 It
was in order that he was the thirteenth,
for this
number when applied to a group;
among the
twelve Apostles, come to think of it,
one of them
would avoid incurring expenses.
111 In
nineteen-forty-eight,
in the
number of years that came to pass;
the name of
the priest that was here assigned,
was no other
than Father Ofrasio.
112 Jose
Ofrasio was his name,
knowledgeable,
with high educational attainment;
a good
preacher,clearly explaining things,
the rites
or the Holy Writ.
113
Fourteenth in number,
of the
priests who were here assigned;
this was
Father Ofrasios,
it was his
ministry in this town.
114 The
priest who succeeded Father Ofrasio,
was a holy
and blessed priest;
his name
was Reverend Gregorio,
Triumfante in war was his surname.
115 His
surname was indeed proper,
for he was
a military priest;
the
Filipino troops, he learned to love,
and their
enemies, the Japanese, surrendered.
116 The
fifteen mysteries of the Holy Rosary,
was
assigned to him as his number;
for he was
the fifteenth priest assigned,
in the
joyful town of Irosin.
117
Father Triumfante was enlisted in the army,
by the
higher authorities, so that he would serve;
and at
once, he left,
leaving the
duties to Imperial.
118 Up
until now, it is still unknown,
as to who
will succeed as Pastor;
everyone
would wish,
that
Triumfante would come back.
