Cumulative upkeep W "Whenever a swamp, mountain, black permanent, or red permanent becomes tapped, Royal Decree deals 1 damage to that permanent's controller."

A brief rundown of the card:

Royal Decree is another good example of a great white color hoser...this card will be popular in side boards for a very long time. Perfect against not one, but two colors, Roayl Decree will almost always slow your opponent down enough you can catch up--making their every move a self-damaging one (go ahead, Fireball me for 5 points---you'll take 5 also). Think of all the nasty black and red decks floating around in tournaments...Goblins, Necropotence, discard...all foiled with but one Royal Decree. Don't let the upkeep scare you away---odds are pretty good opponents won't do anything to harm themselves while Royal Decree is in play, letting you effectively Abeyance them every turn! Even more sinister uses for Royal Decree are available, here are a few of them:

• Chaoslace/Deathlace
  Are there any permanents your opponent have to tap every turn? Or, are there any permanents you'll be able to consistantly keep tapping? Make any card red or black with these fine interrupts.
• Power Surge
  This is downright mean if your opponent is using mountains or swamps. If they tap a mountain or a swamp, Royal Decree will deal a point of damage to them. If they have any untapped lands at the beginning of their turn, Power Surge will deal a point of damage to them for each untapped land! Nasty combo if we can only guarantee our opponent's will always be using mountains and swamps.....:
• Blood Moon/Blanket of Night
  If your opponent uses many non-basic lands, turn them all into mountains with Blood Moon. That will hopefully slow them down a ton. Blanket of Night is great for turning all lands into swamps--including your own though. Use artifact mana to keep paying the upkeep for Royal Decree, or maybe include Circle of Protection: White to keep Royal Decree from accidently harming you.
