A brief rundown of the card:

I wouldn't compare Hurloon Shaman to other creatures in power/toughness (even though 2/3 for 3 mana is so-so), but the Hurloon Shaman has more devious uses. Think of Hurloon Shaman as a big Army Ants, or a re-usable Strip Mine. It is usually easier to get creatures out of a graveyard than to retrieve other spells (usually), making Hurloon Shaman sometimes more valuable than a Stone Rain. A deck usually needs to be focused around the concept of ensuring you and your opponent have no lands in play, but these decks are lethal in the right hands. If you can establish any kind of creature advantage over your opponent, it's often a good idea to try and take out all of their lands ASAP (yours too usually in the process).
