A brief rundown of the card:
Why would you want make any spell cost generic mana for 4 mana? Here's a few reasons why:
If you can get all three of these lands out quickly, you can get 7 mana out of them (3+2+2). That 7 mana would translate into 3 of any color you wish if you use North Star. It's almost like having painless City of Brasses, isn't it? I'm thinking "many cool gold cards without fret". Misfortune is a great pleasure if you can cast it.
Often, it is worth giving an opponent some extra mana to allow yourself to have a limited amount of any color of mana. The benefits of Mana Flare will quickly overcome North Star's expensive activation cost.
That's the ticket--make North Star's activation cost a little more tempting. North Star has a simply awesome power, just an unwieldy cost. Power Artifact lowers that cost from 4 mana down to 2--much more tolerable.
Old Fellwar Stone is as good as a Mirage diamond for whatever color you wish while North Star is in play and it comes into play untapped!.
Speaking of cool gold cards, here are just a few of the best you will guaranteed to have the mana to cast once you assemble 6 colorless mana. That's not too hard of a task if you think about it. Turn 3 or 4 in type 2 if you try a little.
